Georgia: Ms. Sophie Tvalavadze, Division of Postal Development Head, Ministry of Economy and Sustainable Development 


Sophie with over 21 years of experience in the telecommunications and postal sphere currently works at the Ministry of Economy and Development of Georgia as a Deputy Head of the Communications, Information and Modern Technologies Department. Managed several projects have facilitated the coordination with the International organizations and donors and liaise with regional and national partners, built an effective working relationship with field project teams and stakeholders for the purpose of facilitating activities, contributed to the planning and implementation of international projects for the development of the electronic communications and postal industry

Her activities cover the most important issues related to the approximation and implementation of the country’s legislation to the EU acquis and sectoral international treaties, conducting and coordinating relations with international organizations and industry associations, developing and implementing international and special projects for the development of electronic communications and post.

Most outstanding projects of her work are New Numbering System of Georgia, Cybersecurity Strategy, Integrated Postal Reform and Development Plan, Child Online Protection Report and Innovation Ecosystem Report etc. aside of successfully organizing events like Tbilisi Silk Road Forum in 2017 2019 and 2023, EuroDig2018 (European regional Internet Governance Forum) Annual GeoIGFs, Community Network Summit, Safer Internet Days, International Digital Connectivity Summit 2022.

Sophie holds a Master’s degree in Business Administration from the Free University and a Master’s Degree in Telecommunications from the Georgian Technical University. She is a two-times selected fellow of the International Telecommunication Union (ITU) Telecom World (2003,2006). Fluent in Georgian, English and Russian.



Latvia: Mr. Salvis Roga, Deputy chairman of the Municipal Council of the city of Liepāja 

Salvis Roga is a Liepāja city deputy and the deputy chairman of the Liepaja City Council since 2022. 


During the last 10 years, he has been acting as a business growth expert in the business support sector and established an efficient business ecosystem in the city and region. 


In 2008 Salvis initiated the creation of a regional business incubator in Latvia – rzeme Business Incubator and led the organization from the first year of operation. 

Since 2011 Salvis has been actively involved in the Green and Smart Technology Cluster and has represented its Board since 2016. His responsibilities include building a collaboration platform for companies, scientific and educational organisations in order to support a more active internationalisation of their activities. 


From 2013 Salvis Roga is also responsible for the Kurzeme region of Latvia in the Latvian Chamber of Commerce and Industry. 


Lithuania: Ms. Arūnė Matelytė, Manager and Co-Founder of GovTech Lab, Innovation Agency 

Arune is leading the GovTech Lab at Innovation Agency Lithuania, a team in the public sector that helps governmental institutions work together with innovative startups and companies in solving the most pressing social and public sector challenges. Arune has been working on setting up the GovTech Lab since its inception in 2019 and with the help of an enthusiastic team has placed GovTech on the strategic national agenda for Lithuania. 



Valentina Stadnic, Digital Services Expert, ITU Office for Europe


Valentina is currently acting as a Regional Coordinator for the GovStack Initiative in the ITU Office for Europe. She is an ecosystem builder passionate about helping create synergistic impact, leading stakeholders in navigating IT competitiveness, and unlocking opportunities for the ICT sector. Her strong commitment to the sector is reflected in a decade of experience in Moldova, working for organizations in a variety of fields, ranging from leading a virtual IT Park to holding senior government roles. Her efforts are always directed towards developing new approaches that accelerate the transformation towards a digital economy, streamlining corporate innovation practices, boosting the industry's growth, supporting job-creation, partnerships and sustainable investments.​
