Secretary of State for Digital Affairs, Chancellery of the Prime Minster, Republic of Poland. Since October 2020, he is Secretary of State for Digital Affairs, Chancellery of the Prime Minster, Republic of Poland. Previously, as Minister for Digital Affairs , he has been responsible for the state policy in the field of computerisation, development of e-services in public administration, civil security in cyberspace, infrastructure and the use of innovative technologies. He has been working at the Ministry of Digital Affairs from 16 September 2016, where until 17 April 2018 – the day of appointment to the ministerial position – he served as the Secretary of State. Member of the Sejm of the Republic of Poland. Before working at the Ministry of Digital Affairs, he worked in the Ministry of Treasury, where he was Secretary of State in 2015-2016. Previously, in 2006-2007, he also worked as a Secretary of State at the Ministry of Agriculture and Rural Development. He also served as the President of the Board of the European Fund for the Development of Polish Rural Areas Foundation (in 2005-2006 and 2009-2015). Before that, he worked as a manager in private companies. Marek Zagórski was born on 6 August 1967 in Kamień Pomorski. He graduated from the University of Szczecin and the Warsaw University of Life Sciences. Under his leadership, the Ministry of Digital Affairs has prepared a number of facilities for citizens, including tolls for reporting the birth of a child on-line, as well as an exemption for drivers, who do not have to carry their vehicles’ registration certificates any more. He coordinated work on the preparation and implementation of the Act on the National Cyber Security System, adaptation of Polish regulations to the General Regulation 2016/679 of the European Parliament and the Council (EU) on the Protection of Personal Data (GDPR), as well as changes in telecommunications law, thanks to which subscribers are better protected against abuse by dishonest Premium SMS service providers. Thanks to the activities undertaken by the Ministry of Digital Affairs during his term of office, in 2018 the number of Trusted Profile users increased by one million (to more than 2.6 million). As the Secretary of State , he also implements a project of key importance for the development of the country, namely the National Educational Network project. 

​​Ms. Doreen Bogdan-Martin​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​ was elected Director of the ITU Telecommunication Development Bureau on the 1st of November 2018.  She took office on the 1st of January 2019. She is a strategic leader with 30 years' high-level experience in international and inter-governmental relations and a long history of success in policy and strategy development, analysis and execution. She has advised governments around the world on policy and regulatory issues, and is a regular presenter at high-level international forums and summits. ​Prior to her election, Ms Bogdan-Martin oversaw the organization's Membership, Corporate Communications, External Affairs and UN Liaison teams, and was instrumental in establishing the Broadband Commission for Sustainable Development, on which she continues to serve as Executive Director.​ She was one of the principal architects of the annual Global Symposium for Regulators, directed ITU's first global youth summit #BYND, oversees ITU's contribution to the EQUALS Global Partnership for Gender Equality in the Digital Age, and is leading ITU's collaboration with UNICEF and others on the GIGA project to connect the world's schools. Prior to joining ITU, Ms Bogdan-Martin was a Telecommunications Policy Specialist in the National Telecommunication and Information Administration (NTIA), US Department of Commerce. She holds a Master's degree in International Communications Policy from American University in Washington, DC, post-graduate certification in Strategies for Leadership from the Institute for Management Development in Lausanne, Switzerland, and is certified in Accountability and Ethics by the United Nations Leaders Programme. She is an affiliate of the Harvard University Berkman-Klein Center for Internet and Society, and a Generation Unlimited Champion. She serves on a number of advisory bodies, including the Geneva-Tsinghua Initiative, the SDG Lab Advisory Board, and the UN Technology Innovation Labs.  She is also an amateur radio operator. She is married with four children.

​Ms. Silvana Apicella ​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​is Head of Strategic Network Evolution for South Europe, in Ericsson. Of her 30 years of professional experience, she spent 25 years in Mobile Telecom Industry covering Technology and Business Strategy, Marketing& Sales, System Architecture, Product Management, Testing and Field implementation of mobile network systems GSM, UMTS, LTE and now focusing on 5G. She is senior advisor for telco operators, with focus on new technology introduction, 5G, business opportunity evaluation and global market trends.
Other experiences include working in European aerospace industry and Italian telecom operator. She holds a Computer Science MSc from University of Salerno, Italy in 1988.


 


 


​Mr. Antonio Arcidiacono is Director of Technology & Innovation at the European Broadcasting Union. He has extensive experience in conceiving, developing and taking new products and services to market. Since joining the EBU in September 2018, Antonio has launched several initiatives designed to leverage the collective expertise and momentum of the EBU Membership for technology innovation. These initiatives aim to deliver key building blocks for the digital transformation of public service media, and to strengthen collaboration between public service media, European policy initiatives, start-ups and academic institutions.Two of Antonio’s most recent initiatives are the 5G Media Action Group (5G-MAG) and EuroVOX. 5G-MAG is an industry association that aims to ensure future 5G standards are fit for purpose in media production and distribution. It is chaired by Antonio and currently counts 40 member organizations from the industry. EuroVOX is a collaborative project of the EBU and several of its Members that aims to break down language boundaries for users and content. It consists of an open framework upon which innovative services can be built, and a set of tools for media creators, such as speech-to-speech translation. Antonio is an internationally acclaimed expert, and has managed teams working on, digital TV, satellite communications, IP-based multimedia services, and mobile telecommunications. He has an intimate knowledge of European markets and has worked closely with the leading players in digital TV and multimedia services, as well as with European institutions, on technical solutions, standardization, regulation and competition topics. Antonio participated in the launch of the first GSM services and was responsible for launching the first digital TV services in Europe. He played a central role in the convergence between the broadcasting and the internet in the mid 90’s with the launch of the DVB-IP standards, and later took several disruptive ideas to market in the satellite sector. Antonio previously worked as Director of Innovation and a Member of the Management Committee at Eutelsat. He joined Eutelsat in 1990 and took part in key phases of its development from an international organization to privatization in 2001 and to the IPO in 2005. He worked initially as a New Services Manager and Head of the Multimedia Services Business Unit, launching the first Internet via satellite and satellite mobility services in Europe prior to his appointment as Director of Innovation where he developed the first satellite IOT service platform and the first native satellite OTT services. Before joining Eutelsat, Antonio worked for the European Space Agency, and prior to that, for Telespazio and Selenia Spazio. He is also a founding member of the Digital Video Broadcasting (DVB) project and has been a member of its Steering Board since its inception in 1993.
Antonio has a Doctorate in Electronics & Telecommunications Engineering from the University of Pisa. He is fluent in Italian, English and French. 

Mr. ​Uwe Baeder studied physics and electrical engineering and holds a physics diploma from the University of Kaiserslautern. He joined Rohde & Schwarz in 2000 as standards engineer for radio communication tester and represented Rohde & Schwarz in various international standardization groups for wireless communications. His interest was especially focused in the standardization of IMT-2000 and IMT-Advanced systems within the 3rd Generation Partnership Project (3GPP). He is now Director of International Relations ITU/UN and acts for Rohde & Schwarz towards these institutions in general.
 



 




​Mr Istvan Bozsoki joined the ITU in 1997 to work at the Space Department of the Radiocommunication Bureau and he was dealing with coordination and notification of satellite systems. In 2007 he moved to the Telecommunication Development Bureau and is responsible for
spectrum management and broadcasting issues. Since April 2013 he is Head of Spectrum Management and Broadcasting Division.
After obtaining his degree in telecommunication engineering at the Technical University Budapest in 1980 he spent 17 years at the Hungarian Communication Authority and he was dealing with technical and regulatory aspects of the spectrum management. Among others, he was responsible for the development of a computerized spectrum management system and for cross-border frequency
coordination. Later, he was appointed as director of international affairs. He has a master degree in radiocommunications and broadcasting.


​Mr. Juan Cambeiro is manager of 5G Customer Innovation Projects at Telefónica Spain. As part of his job, he is dedicated to assess the new business opportunities of 5G technologies for our corporate customers, collaborating with them in implementing and field-testing on premise 5G use cases and trials that help to identify the potential 5G service portfolio, future opportunities, market potential, technology challenges, and customer pain points that will be solved in the near to mid term.
As a result of my activity, I've been part of the Telefónica representation at the Mobile World Congress for the last 10 years by bringing different innovation successs stories in collaboration with our customers, in an effort to develop early markets in a unique environment.
Private Mobile Networks, AR/VR industrial solutions, Edge Computing, Big Data, Cloud TV Production, Video Analytics, Sports Events, Industry 4.0 & Logistics, v2X for industry, etc. are the different fields where Juan has been developing his activity in the last 15 years, always looking for imaginative solutions to solve customers’ problems.
Telecommunications Engineer by University of Vigo, MBA by Politécnica de Madrid, and IE associated professor at the "Instituto de Empresa" Business School, Juan is passionate about breaking old models and applying innovation principles to any kind of problem in life. 



Mr. Antonio Capone is Full Professor at Politecnico di Milano (Technical University of Milan), where he is Dean of the School of Industrial and Information Engineering, director of the Advanced Network Technologies Laboratory (ANTLab), and member of the strategic agenda team POLIMI 2040. His expertise is on networking and his main research activities include radio resource management in wireless networks, traffic management in software defined networks, network planning and optimization. On these topics he has published more than 300 peer-reviewed papers (https://scholar.google.it/citations?user=japaVfAAAAAJ).  He serves in the Technical Program Committee of major conferences in networking, he is editor of IEEE Trans. on Mobile Computing, and Computer Communications (Elsevier), and he was editor of ACM/IEEE Trans. on Networking and Computer Networks (Elsevier). He is a fellow of the IEEE.


 


 

​Mr. Wolfgang Crasemann studied economics at Kalamazoo College and at the University of Bonn. After graduation (master of economics) he worked as a credit analyst for Dresdner Bank in Düsseldorf and Luxembourg. He specialised in German and European subsidy programmes. Since 1992 he has worked for the Federal Ministry of Economic Affairs. In his first post, he was a senior officer responsible for the privatisation institute for the East German economy. His team supervised the decision-making process in the privatisation of East German companies and solved financial problems of individual businesses. From 1999 on, he was senior officer in the technology department, drafting policy concepts, speeches and articles for the minister and state secretaries. In July 2003 he became head of division responsible for innovation and technology policy of the Ministry. His team designed new concepts for Germany’s innovation and technology policy. He represented the Ministry on various committees of the European Commission and the European Council. Moreover, his division was responsible for bilateral cooperation in this policy field with European countries and other countries, such as the U.S. and China. ​Since March 2018 he has been the head of division responsible for international digital and postal policy. He has represented the Ministry in the councils and the congresses of the International Telecommunication Union and the Universal Postal Union. He is the head of a worldwide task force for a new contribution system of the UPU. The devision is also responsible for the ministerial declarations on digital issues of G7 and G20 countries.     
 

​​​​​Mr. Rodney Croft is Professor of Health Psychology at the School of Psychology, University of Wollongong, Australia, with his specialty the effect of non-ionizing radiation (especially radiofrequency fields associated with mobile telecommunications), on health. Croft has been researching the radiofrequency health domain for 20 years, and has led successive National Health & Medical Research Council of Australia (NHMRC) Centres of Research Excellence into radiofrequency health since 2005. He has published extensively on the issue of radiofrequency fields and health across domains ranging from basic science to cancer epidemiology and risk communication, and in particular whether radiofrequency fields affect those who report to be ‘electro-hypersensitive’. Croft regularly contributes to the community via the provision of guidance on non-ionizing radiation and health, including government-sector inquires, expert witness testimony for national and international parliamentary inquiries, ad hoc and ongoing contributions to the World Health Organisation, and he is Chairman of the International Commission on Non-Ionizing Radiation Protection (ICNIRP, Munich, Germany, since 2012). Croft led ICNIRP’s development and recent publication of its radiofrequency guidelines, the first since 1998.

 


 

​​​Dr. Emilie Van Deventer is the Team Leader of the Radiation Programme at the World Health Organization in Geneva. This programme covers the public health aspects of ionizing and non-ionizing radiation safety and provides information and guidance to national authorities on radiation protection and health. She is responsible, inter alia, for the WHO International EMF Project, the Global UV project and radon activities.  Before joining WHO in 2000, she was a chaired professor of Electrical and Computer Engineering at the University of Toronto, Canada. She holds a PhD from the University of Michigan, USA and received an honorary doctorate (doctor honoris causa) from the University of San Marcos, Lima, Peru in 2014.


 

 


 

Mr. Alberto Di Felice leads the Infrastructure, Privacy and Security teams at DIGITALEUROPE, the trade association representing the digital technology industry in Europe. He is responsible for data protection, cybersecurity and telecoms. Alberto joined DIGITALEUROPE in February 2018, having previously spent seven years at Qualcomm, a world leader in mobile technologies. His work there cut across EU technology policy areas such as privacy, telecoms regulation and the impact of digital on innovation and business models, including verticals such as connected cars and mobile health. Alberto is a Certified Information Privacy Professional (CIPP/E). He holds degrees in law and European studies from the universities of Teramo and Trento in Italy as well as a masters in diplomacy from the Institute for International Political Studies in Milan. 

​Mr. Martin Fenton is Director of Spectrum Policy in the of the Spectrum Group of Ofcom (UK). He is also Chairman of ITU-R Study Group 5, the group responsible for all terrestrial radio frequency services. Martin is an expert in international and domestic spectrum regulation; specialising in spectrum policy, interference analysis and RF performance. He has 20 years’ experience in spectrum management at the UK communications regulator, Ofcom, and its predecessor, the Radiocommunications Agency. 
 


 

 

Mr. Antonio Fernández-Paniagua Díaz-Flores received his Telecommunication Engineer Degree at the Polytechnique University of Madrid and he has spent most of his career within the Spanish Public Administration where he has held different managerial positions at the Directorate-General of Telecommunications. Since 2004 he is Deputy Director, Radio Spectrum Planning and Management, at the State Secretary of Telecommunications and Digital Infraestructure in the Spanish Ministry of Economic Affairs and Digital Transformation.  Previously, he was Deputy Director for Promotion and Standarization of Telecommunications Services and Deputy Director for Infraestructures and Technical Standards. He is currently member of the Radio Spectrum Committee, the Radio Spectrum Policy Group, the DVB Steering Board, and he is also member of the Spanish Advisory Council for Telecommunications and information Society,
He has been Head of the Spanish Delegation at the World Telecommunication Standardization Assemblies in 2000 and 2004, at the Regional Radiocommunication Conference 2006, and at the World Radiocommunication Conferences 2007, 2011, 2017 and 2019.
 

Ms. Lise Fuhr is ETNO’s Director General since January 2016. At ETNO, she leads and oversees all the activities and she is the main external representative of the Association. On behalf of the Association, she is also a Board and an Administrative Committee member in ECSO, the European Cybersecurity Organisation. Lise has also been reappointed to the Internet Society Public Interest Registry Board of Directors for a three-year term as of May 2019. Prior to joining ETNO, she was Chief Operating Officer of DK Hostmaster and DIFO, the company managing the .dk domain name. In the period between September 2014 and December 2015, she also chaired the Cross Community Working Group for the IANA Stewardship Transition, building on her strong network within the internet community. Lise has 20+ years of experience in the telecoms industry. She started her career at the Danish Ministry of Science, Technology & Innovation (1996-2000) where she wrote and implemented regulation for the telecommunication markets. After that, she worked for the telecoms operator Telia Networks (2000-2009), where she led various teams dealing with issues as diverse as interconnection agreements, mobile services and industry cooperation.​

Mr. Andrei GAVRISI was born on September 28, 1983 in Chisinau, Moldova. In 2000-2005 – attended Technical University of Moldova, Faculty of Computers, Informatics and Microelectronics. Starting from 2005 worked for State Communication Inspection as a telecommunications engineer.  Later in 2008 as a head of unit within National Center for the Radiofrequencies responsible for the radiofrequency spectrum planning and international coordination. Currently is Director of the National Service for the Radiofrequency Management, public institution responsible for technical management of the radiofrequency spectrum, radiomonitoring and certification of ICT products. Married with two children.


​Alexander Geurtz is VP, Segment Market Management, Fixed Data at SES Networks in Luxembourg, with responsibility for shaping product & go-to-market strategies of the Fixed Data segment. Previously he was a VP, 5G Solutions, responsible for developing, articulating and executing a profitable role for SES in the emerging 5G ecosystem. He has over 25 years of experience in satellite and mobile communications from the strategic, business and technical perspectives. He holds a MS in Electrical Engineering from Delft University of Technology and a PhD from the EPFL in Lausanne, Switzerland. 
 


 

​Mr. Jeremy Godfrey joined the Commission for Communications Regulation (ComReg) as Commissioner in 2013 and was Chairperson of the Commission from February 2015 to February 2017.  He was Chair of the Body of European Regulators for Electronic Communications (BEREC) for 2019 and is currently Vice-Chair. Jeremy has more than thirty years’ experience in the ICT sector, as an industry executive, business consultant and Government official. Prior to joining ComReg, he was Government Chief Information Officer in Hong Kong. In this role, he had responsibility both for Government IT and for IT-policy issues such as digital inclusion, Internet governance and the promotion of inward investment in the IT sector. Jeremy began his career in the UK’s Department of Trade and Industry, serving as private secretary to the Cabinet Minister as well as in a variety of other roles. He then spent ten years in the Cable & Wireless Group, in Hong Kong and in the UK, mainly in strategy, marketing and regulatory roles – including Director of Strategy and Director of Marketing for Hong Kong Telecom. Between 1998 and 2008, Jeremy worked for PA Consulting Group where he was a partner in the Hong Kong office, serving clients in the communications, transportation, financial services and government sectors. Projects that he led included major change initiatives, business start-up projects, and due diligence assignments. He worked in around a dozen markets in Asia and the Pacific. Jeremy was born and educated in the UK. He has a Master of Arts from Cambridge University, where he studied mathematics. He was based in Hong Kong for twenty years before coming to Ireland to join ComReg.
 
 

​Mr. Henri Haxhiraj, Senior Manager Business Development and Government Relations. Henri Haxhiraj studied business administration at the University of Tirana and at the University for Sustainable Development Eberswalde (Germany). During his studies in Eberswalde he was awarded a scholarship from the German Parliament. After completing his Masters degree, Henri Haxhiraj started working at the German Parliament as a policy advisor with focus on telecommunications and digital infrastructure. The amendments of the telecommunications law and the conditions for frequency allocations in 2018 are some of the topics in which he was actively involved. Since mid-2019, Henri Haxhiraj is working as Government Relations Manager at atene KOM. In his function he is responsible for analyzing different legislation with focus on electronic communications and for contributing to the work of the digital-summit-platform of the Federal Government. As a Senior Manager Business Development, Henri Haxhiraj also supports the implementation of various projects in the field of mobile & fixed broadband as well as digital transformation. ​

​Dr. Stelios Himonas is the Permanent Secretary of the Deputy Ministry of Research, Innovation and Digital Policy. He previously served as Permanent Secretary of the Ministry of Energy, Commerce and Industry, Permanent Secretary of the Ministry of Justice and Public Order, as well as Director of the Department of Electronic Communications and Director of Telecommunications at the Ministry of Communications and Works. From 2012 onwards, he has been appointed from the Council of Ministers as Digital Champion of the Republic of Cyprus, while having previously served as member of the Board of Directors of the Research and Innovation Foundation (then called Research Promotion Foundation), and the Cyprus Telecommunications Authority (Cyta). At European level, he served as Vice-Chairman of the Electronic Communications Committee (ECC) of the European Conference of Postal and Telecommunications Administrations (CEPT), as well as Chairman of the Regulatory Affairs Working Group (WGRA) of the CEPT/ECC. He is a holder of Bachelor of Engineering, Master of Science and PhD in Electrical Engineering from the State University of New York in Stony Brook. From 1989 until 1997, he was an Associate Professor at the Department of Electrical Engineering at the New York Institute of Technology, USA, having also served as a Professor of Engineering and Informatics of Intercollege, Cyprus. From 1994 until 1997, he was collaborating with the Multimedia Communications Research Group of Bellcore’s Applied Research Division in Morristown, New Jersey, USA. Dr. Himonas has published numerous research papers in scientific journals and conference proceedings in the fields of detection and multimedia communications. He is listed in the Who is Who in the World, Who is Who in American Education and Who is Who Among Human Services Professionals.

Mr. Luc Hindryckx, Director General has 25+ years of experience in the telecom industry and has been active in business development, operations leadership as well as regulatory and public affairs. Before joining ecta in September 2016, he worked as Monitoring Trustee on behalf of Advolis. As a rule, the task of the monitoring trustee is to control the implementation of commitments undertaken by companies under merger, antitrust or state aid proceedings on behalf of a domestic or European competition authority. In 2009 he was appointed Executive Chairman of BIPT the Belgian Regulator and served as an elected or appointed member of multiple boards and delegations, including BEREC, ERGP, CERRE, ENISA, and UPU. From 2008 to 2009, he set up his own company to provide executive leadership and strategic advisory services and completed assignments for Coditel/Numericable, KPN Belgium, IPM, WIN, and TECTEO/VOO. Before he held senior positions at Telenet, the largest provider of cable broadband services in Belgium, and he has also worked for Global One and Prescom. Luc is a Belgian national and has a Master of Business Administration (MBA) in International General Management from the Vlerick Business School, as well as a Master of Science in Industrial Engineering from Haute École Louvain en Hainaut (HELHA). He is a native Dutch and French speaker, and speaks fluent English. 

 
Ms. Naama Henig has been working at the Israeli Ministry of Communications (MoC) since 1988 and was appointed the Head of the International Affairs Department in 1993. She has had a long career in the public sector as a spokesperson and Public Relations Officer in both the MoC (1988-1992) and the Ministry of Economy and Planning (1984-1988), following a career at the Government Press Office, the PM's Office, as a coordinator for the foreign press and national media events (1981-1984). During her tenure at the MoC, Ms. Henig was a board member of the Israeli Postal Authority (2000-2003; 2005-2006); the Israeli National Film Council (2009-2015); and the Israeli Cable and Satellite Broadcasting Council (2000-2008), where she also served as the acting chair during 2007. Naama Henig is responsible for the MoC's international relations involving global telecom, internet governance and postal related issues, as well as regional and bilateral matters. She represents the State of Israel in various world and regional organizations and bilateral working groups. She has a Master's degree in public policy (2012) and mass communications (1992) from the Hebrew University in Jerusalem, as well as a B.A in international relations and general history from the same institution. Ms. Henig was born in Israel, lives in Tel Aviv and is mother to Eylon.


 

 


Ms. Aarti Holla-Maini has been Secretary General of the ESOA since 2004. She is a Member of the World Economic Forum’s Global Future Council on Space Technology, Global 5G Coalition Network and Essential Digital Infrastructure & Services Network. Under Aarti’s leadership, ESOA & its member CEOs lead the effort to showcase the benefits of satellite communications for a more inclusive and secure society - vital to bridging the world’s digital divide, achieving the UN’s Sustainable Development Goals and realizing the 5G ecosystem. Since joining the association, Aarti has lead the expansion of ESOA from a European association to one that represents the interests of 20 global and regional satellite operators. She reports directly to their Chief Executives. Aarti has 23 years' experience in the aerospace industry, starting at Daimler-Benz Aerospace/EADS (now Airbus) in Germany. In 2000, she moved to Brussels, representing Airbus interests in the European satellite navigation program: Galileo. Aarti holds a Masters of Business Administration from HEC, France & Stern Business School, NYC, USA. She qualified as Solicitor of the Supreme Court in the UK in 1995, holding a 2:1 graded LLB Hons Law with German Law degree from King's College, University of London & the University of Passau, Germany. Aarti is of British-Indian origin and holds British and Belgian nationalities. She lives in Brussels, has 3 children and speaks 5 languages.






​Dr. Bilel Jamoussi, a distinguished engineer, leader, and diplomat; multilingual standardization expert and holder of 22 patents, Tunisian born Dr. Bilel Jamoussi has been Chief of the Study Groups Department of ITU Standardization Bureau (TSB) in Geneva Switzerland since 2010. He has led the coordination of the bureau’s standards moving activities into a new era characterized by digital transformation that needs an increased collaboration with vertical sectors such as healthcare, transportation, utility, and banking. His innovative approach has served as a catalyst to launch new standards initiatives related to emerging technologies such as IoT, Blockchain, AI and Quantum, attracting a new wave of memberships from non-traditional players. He has also been credited with bringing the telco and financial sectors together to develop digital payments guidelines and standards with the aim of advancing financial inclusion globally. Bilel is recognized as a key figure in the ICT industry. Key achievements under his tenure have been important new standards while effectively managing staff by recruiting new talent, improving gender balance, delivering new work methods, and staying within budget. Prior to 2010, he worked in the private sector for 15 years and held senior executive positions such as Director of Standards for Nortel. In this role he participated in over 90 standards making bodies worldwide. In the Internet Engineering Task Force (IETF), he authored a number of Internet standards. As an IEEE Senior Member, he was elected to the IEEE Standards Association (IEEE-SA) Board of Governors and the IEEE-SA Corporate Advisory Group. He holds a BSc, MSc and PhD degrees in Computer Engineering from the Pennsylvania State University, USA. Bilel has lived in Tunisia, Canada, USA, and Switzerland, giving him a unique global viewpoint. He is fluent in Arabic, French, and English and speaks some Spanish and German.


 

​Mr. Boris Jevric, Deputy Executive Director, Agency for Electronic Communications and Postal Services of Montenegro. After graduating on the Faculty of Electrical Engineering at the University of Montenegro in 1997, he began his professional engagement in the Government of Montenegro - Secretariat for Development, on the positions of programmer - web administrator. In the period from 1999-2002, he was the head of the Multimedia Sector with competences of promoting IT in the early stage of its developement in Montenegro. Since 2002, he works in the Agency for Electronic Communications and Postal Services. In the period 2002-2003 he worked as an engineer in the field of broadcasting, then as an engineer for the management of radio frequency spectrum for the next two years . In the period 2005-2006, he was engaged in the field of control and monitoring of the radio frequency spectrum. He was the head of the Radiocommunications Sector in the period from 2006-2009. After that, until today, he performs the duties of Deputy Executive Director for Radiocommunications, The most significant professional achievements during his work in the Agency are the following:
participation in the development of strategic documents in the field of RF spectrum management; participation in radio frequency allocation procedures for mobile communication networks; coordinator of the working group for the auction process in Montenegro (2016); member of the team for the drafting of Strategy for the development and implementation of the Radio Frequency Spectrum Control and Monitoring System; member of the group for drafting the Law on Electronic Communications (2012-2013); member of the group for drafting of the Guidelines for the digital radio introduction in Montenegro (2019); member of working teams for the coordination of radio frequencies; associate member (2013-2018) and appointed member (from 2018, by the Decision of the Government of Montenegro) of the Working Group for the preparation and conduct of negotiations on Montenegro's accession to the European Union in the field of information society and media. He has great engagement and experience in organizing international professional gatherings; two of them stand out: Infofest - Festival of ICT Achievements (1998-2002) and the International Conference "Regulatory Activities in Electronic Communications" in the region of Central and Southeast Europe (2003-2019).
 

Mr. Neils Kalnins is responsible for business development strategy and innovation process management in regard to the implementation of new technologies in the field of electronic communications at the Electronic Communications Office (ECO) of Latvia.
He co-ordinates 5G Techritory – the platform for cross-border, cross-level and cross-sectoral cooperation for the development of a sustainable 5G ecosystem in the Baltic Sea Region. He is also the director of the development and client management department of the ECO. Neils’ background lies in business management, having been the CEO and senior consultant at one of Latvia’s leading consultancy firms – “NK Konsultāciju Birojs”. He holds a master’s degree in international business management from the University of Latvia. 

 

Mr. Vadim Kaptur Vice-Chairman of ITU-D Study Group 1, Vice-Rector on Scientific WorkOdessa National Academy of Telecommunications n.a. A.S. Popov (Ukraine). Dr Vadim Kaptur is the ITU, EBRD and UN ESCAP Expert, Vice-Chairman of ITU-D Study Group 1, and co-Rapporteur on ITU-D Question 1/1 "Strategies and policies for the deployment of broadband in developing countries". He gained more than 20 years of work experience in ICTs with international expertise in the fields related to broadband networks, cybersecurity, mobile services and ICT in general, as well as more than 15 years administrative and management experience in addressing a wide range of issues related to telecommunication policies, strategies and regulation. He served the head of organizing committees for more than 25 international forums, conferences, and workshops and the chair of international working groups while having authored more than 250 scientific publications and developed more than 55 software products

Ms. Elif Yenihan Kaya Network Technologies – Access Network Capabilities Director. Ms.Elif Yenihan Kaya has started her professional life in 1997 as a telecom engineer in Turkcell Network Operations. She has performed many engineering roles in Operations and Planning of the Mobile Network. She has undertook several managerial positions both in Operations and Planning organizations between 2005-2013. By Feb 2013 she has been appointed as Head of Mobile Network Planning Division. From 2015 Sep to now on she has been the Head of Access Network Capabilities Division, responsible from strategic planning for fixed and mobile network technologies. Ms.Elif Yenihan Kaya has graduated from İstanbul Technical University, Electronics&Telecom Engineering Department and she has had her MBA degree from İstanbul Bilgi University.

From the beginning of his professional career he has been associated with European funds. He worked at the Audit Institution and the Managing Authority of the Operational Program Development of Eastern Poland 2007-2013. In 2010-2013, he was responsible for the Broadband Network of Eastern Poland project and issues related to the development of the information society at the Ministry of Regional Development. He participated in creating the Operational Program Digital Poland for the years 2014-2020. From 2013, he is an employee of the Telecommunications Department of the Ministry of Digital Affairs. He is resposible for creating a friendly legal environment for telecommunications investments, the implementation of tasks under priority axis I under the Operational Program Digital Poland 2014-2020 and the Nationwide Education Network. Since February 2017, he has been the Acting Deputy Director of the Telecommunications Department.

 

 
​Mr. Karol Krzywicki, Deputy PresidentOffice of Electronic Communications (UKE), POLAND. Graduate of the Maria Curie-Skłodowska University in Lublin, master of law at the Faculty of Law and Administration.  From 2000 to 2003 an employee of the Ministry of Communications responsible for cooperation with courier companies. Since 2003 involved in the activity of the regulator for the telecommunications and postal markets. From 2005 to 2014 he was the head of Department of the Postal Market. From 2014 to 2016 he held the position of Deputy President of UKE. Karol Krzywicki was a co-author of the Postal Law Act and executive regulations to that and other acts falling within the scope of postal market. He was involved in developing regulatory tools, such as the financing mechanism for postal services, regulatory accounting and cost calculation as well as the monitoring system for the quality of service. He contributed to the development of the EU Third Postal Services Directive and to the establishment of the European Regulators Group for Postal Services. He represented the President of UKE internationally in the Postal Directive Committee of the European Commission, the Administrative Council of the Universal Postal Union (UPU), plenary meetings of the European Regulators Group for Postal Services (ERGP) and the European Committee for Postal Regulation (CERP). He was twice a delegate to the UPU Congress, in 2016 as the deputy head of the delegation of Poland which was elected a member of the Council of Administration and the Postal Operations Council. On 15 February 2017 Krzywicki was appointed by the Minister of Digital Affairs as the Deputy President of UKE with responsibility for the postal market. In his private life he is interested in the automotive industry and international affairs. 

 

 
​Mr. Jakub Kwiecien. An employee of the NIT since 2015, currently as a senior specialist. He coordinates the work of the measurement team and actively participates in preparing program and methodology of EMF measurements in the vicinity of base station antenna installations. Mr. Goran Laovski graduated from the Faculty of Electrical Engineering in Belgrade in 2000 with the title of BScEE for telecommunications. Gained most of his working experience at the first Serbian mobile network operator MOBTEL / Telenor, later in Telenor Common Operation (Technology Service Provider delivering NW and IT Services) in the field of wireless radio access NW planning for 2G / 3G / 4G technology, where he was also in position of Head of Access NW Planning Group for Serbia and Montenegro. In 2019 he started working in Regulatory Agency for Electronic Communications and Postal Services (RATEL) as the Chief Advisor for Fixed and Mobile Radio Communications. Also, he is a drafter in BEREC Wireless Network Evolution expert working group of the project "Feasibility study on development of coverage information for 5G deployments", which aims to prepare a document with guidelines on the necessary information on 5G coverage and quality of service that may affect the development and use of 5G technology within “verticals”.





 

​Mr. Mohammad Lari, Head of Cross-Government and International Coordination, 5G Testbeds & Trials Programme, Department for Digital, Culture, Media and Sport (DCMS). Mohammad is responsible for the strategic coordination of cross-government and international activities for the UK’s 5G Testbeds and Trials Programme. This includes working with stakeholders to facilitate and develop links to maximise the benefits for the UK from 5G research and development.
Prior to joining DCMS, Mohammad was with the Canadian federal public service for 6 years, where he held various roles driving strategic R&D&I policies in key growth sectors (2013-2019). ​5G Testbeds and Trials Programme: The UK Government is investing in a nationally coordinated programme of 5G testbed facilities and application trials. The Programme is running projects across the UK to test deployment models of new wireless infrastructure and 5G technologies. Uwe Löwenstein joined ITU in 04/2020 as the Counsellor for ITU-R Study Group 5 in the Radio Communications Bureau (BR) of ITU-R.
Before that, he worked for more than 20 years at Telefónica (o2) Germany, starting there in 1997, when “VIAG Interkom” built up the 4th GSM network in Germany. Based in Munich, he was responsible for the Telefónica activities in terms of spectrum management, frequency coordination and Electro-Magnetic Compatibility (EMC). In his role, he supported the Telefónica local operating businesses in their representation towards the national Regulatory Authorities (BNetzA) and participated at the German UMTS auction (2000), the German 4G/LTE-auction (2010 & 2015) as well as the 5G-auction in 2019. Furthermore, he was the lead Telefónica representative at ITU-R WP5D and ECC/CEPT PT1 (both responsible for IMT) and member of the German delegation at WRC-03 /WRC-07 / WRC-12 / WRC-15 and WRC-19.

 

 

 


​Professor Konstantinos Masselos has been appointed as the President of the Hellenic Telecommunications and Post Commission (EETT) in February 2018. He has been elected to serve as Vice-Chair of the Body of European Regulators for Electronic Communications (BEREC) for 2019. In 2006 he joined University of Peloponnese, where he is currently a Professor in Computing Systems Design in the Department of Informatics and Telecommunications. He served as Rector of the above university the period 2012-2017.  During the period 2005 to 2008, he was Lecturer in digital systems at the Imperial College London. Also from 2010 to 2016, he served as Honorary Lecturer in the Department of Electrical and Electronic Engineering, at the Imperial College London. From 2001 to 2004, he joined Intracom Telecom SA in Greece. He has been involved in several research and development projects and has consulting experience in industry and public organizations. Since 2005 he has been regularly involved as an expert in different European Commission units. He was member of the Scientific Committee of European COoperation in Science and Technology (COST) organization from 2015 to 2017. Ms. Donna Bethea Murphy is Senior Vice President of Global Regulatory Policy for Inmarsat. In this capacity she leads the company’s domestic and international regulatory policy activities.  Donna serves in the government appointed position of Committee Member to the United States National Telecommunications and Information Administration’s Commerce Spectrum Management Advisory Committee (CSMAC). She is the Chair of the United States International Telecommunications Union Association (USITUA) Board and serves as Focal Point to the ITU/UNESCO Broadband Commission for Sustainable Development.  She is a Board Member of the United Telecommunication Training Institute and Advisor to the ITSO-American University’s WCL Program on Internal Communications Regulation. Preceding Inmarsat, she was Vice President of Regulatory for Iridium where she led the company's global regulatory activities, including those related to policy, standards, licensing, International Telecommunication Union (ITU) and spectrum. She was appointed to the Federal Communication Commission’s Communications Security, Reliability and Interoperability Council and served as Chair of the Working Group on Satellite Issues for Cybersecurity.  Donna also served as Vice Chair and Founding Member of the ITU Smart Sustainable Development Board.  She was previously Senior Director of Spectrum Policy at PanAmSat Corporation. Prior to joining PanAmSat, she was Director of Technology and Regulatory Affairs for AirTouch Communications, where she developed and implemented technical regulatory policy for terrestrial wireless services. Prior to her position at AirTouch, she was responsible for international and domestic spectrum policy at the FCC.  Donna holds a BS in Electrical Engineering from Clemson University.

Ioannis is the CEO of INCITES Consulting S.A. He holds a Physics degree, a M.Sc. in Radioelectrology and Electronics and Ph.D diploma in optical nonlinear networks from the University of Athens. Ioannis has more than 10 years of experience working with operators, regulators and enterprises across Europe. His primary areas of specialisation include consulting on investment and strategy decision making in the telecoms sector. He has considerable expertise in the areas of 5G, next-generation access networks (NGAN) and both fixed and mobile termination rates having participated in respective projects assigned by the Greek NRA. Ioannis has also worked on business planning and market assessment projects. Before joining INCITES Consulting S.A, Ioannis was a senior member of the Optical Communications and Broadband Access (OCBA) laboratory of the University of Athens where he participated in numerous European R&D projects. His other previous experience includes lecturing as Adjunct Lecturer at the University of Athens, the Harokopio University of Athens and the University of Hertfordshire (IST College). He has more than 40 publications with two best paper awards and more than 250 citations. Mr. Daniel Pataki leads the GSMA’s global engagement on mobile-sector regulatory affairs. Under his direction, the GSMA is contributing new ideas and analysis to the global policy dialogue at a time when emerging digital technologies and widespread broadband connectivity are reshaping society and the economy. Daniel also leads the GSMA activities in Europe, Russia and the Commonwealth of Independent States (CIS). He is responsible for all GSMA Advocacy initiatives (Future Networks, Identity, Internet of Things) in the wider European region. Daniel has a unique record of strategic input into Europe’s telecommunications policy agenda, having previously served as head of Hungary’s National Regulatory Authority (2004-2009), chair of the European Regulators Group (ERG, now BEREC, 2008) and chair of the European Radio Spectrum Policy Group (RSPG, 2009). Daniel was also Director General of the European Telecommunications Network Operators’ association (ETNO, 2012-2015). ​Mr. Rafal Pawlak. An employee of the NIT since 2001; currently he is the head of Equipment and Systems Testing Department and deputy head of the Telecommunication Equipment Testing Laboratory for technical matters. Since the beginning of his professional career, he has been involved in research on radio equipment and electromagnetic field measurements; the acting head of the Technical Committee no. 183 at the Polish Committee for Standardization and an expert cooperating with the Polish Center for Accreditation. ​Mr. Jaroslaw K. Ponder, Head of the Office for Europe at the International Telecommunication Union (ITU) (Geneva, Switzerland), representing ITU in Europe and directing actions, projects, initiatives and experts groups targeting 46 countries of the Europe Region. His portfolio includes set of Regional Initiatives for Europe, designed by the European Member States and focusing on the ICT Infrastructure, Digitization, Digital Inclusion, Accessibility, Innovation and Cybersecurity. Along the professional career, Mr. Ponder held official positions in the public sector and was a contributor to the legislative projects having the impact on the public policy. Since 2014 Mr. Ponder has been working for ITU holding diverse positions in the General Secretariat, Telecommunication Development Bureau, and Regional Presence, addressing complexity of information society development and digital transformation at national, regional, international level, including United Nations level. For several years he has managed ITU’s work on the United Nations World Summit on the Information Society (WSIS) process, leading towards the establishment of the annual WSIS Forum, WSIS Prizes, WSIS Stocktaking, others.


​Ms. Inga Popovici has been working in several departments of the Romanian Regulatory Authority (ANCOM) for 17 years. Currently she is working in the Strategy and Innovation department of ANCOM. For more than 7 years she has been involved in the activities of the Eastern Partnership regulators’ Network (EaPeReg) where she has been contributing to the Network’s efforts to implement the EU framework related to the Telecom sector in the EaP countries. In 2019 she was elected for the position of Chair of the IRB EWG of EaPeReg, that is mandated to draft the recommendations aimed at creating a proper (legal) background for the consistent implementation of the EU framework in the EaP region. In this position, she has been monitoring the work of the EU institutions and organizations, such as European Commission, BEREC, ENISA etc, on the topics related to infrastructure sharing, competition promotion, affordable connectivity, empowerment of the NRAs with certain competences in order to enable competition in the EaP electronic communication markets, QoS & QoE, 5G roll-out, security and resilience of the networks, affordable connectivity etc. She has been also following the ITU projects for European Region, the ITU-D Study Group 1 activity and the UN broadband commission’s work.
 




​Mr. Frédéric Pujol joined IDATE in November 1992. As Radio Technology & Spectrum practice leader, he is responsible for coordinating mobile industry forecasting and technical-economic analysis reports. Previously, Frédéric acquired solid experience in mobile network architecture working for the France Telecom Group (Sofrecom, Telesystems). He holds a post-graduate degree in engineering from ISEN (Institut Supérieur d'Electronique du Nord, Lille, 1986), where he majored in Telecommunications, and from CITCOM (Centre d'Ingénierie des Technologies de la Communication, Paris, 1987), where he majored in Network Architecture. 


 


 


 

Mr. Nenad Radosavljevic graduated from the Faculty of Transportation in Belgrade and with 10 years of experience in telecommunications with an emphasis on mobile technologies. He worked at Huawei Technologies on the project of renovation of the Telenor network in Serbia. For 8 years he has been working in the Regulatory Agency for Electronic Communications and Postal Services in the monitoring division on spectrum control, interference hunting in mobile networks, measuring the quality of services in operator networks, electromagnetic radiation projects. Author of several papers in the field of measuring service quality parameters in mobile networks, VoLTE and 5G technology, Continuous measurement of electromagnetic field levels – EMF RATEL. Currently, as a Team lead for the Quality of Service group, he leads Projects of comparative analysis of quality parameters in networks of Mobile operator in Serbia - Benchmarking, Continuous monitoring of electromagnetic field level - EMF RATEL, crowdsourcing measurements with Ratel Nettest tool, drivetest measurements based on user complaints, Open data projects in cooperation with the Government of the Republic of Serbia. 

​Ms. Ketevan (Katy) Rekhviashvili, Katy is a 14+ years experienced telecom professional. Throughout her career she has worked on various positions in Telecom sector and NRA.  Achieved some remarkable results, when working for local mobile operator, contributing to its subscriber base growth and youth segment additions. She has worked on incumbents  FTTx and bundling strategies. Ms. ​​Irini S. Reljin received the B.Sc., M.Sc. and the Ph.D. degrees from the University of Belgrade, Belgrade, Serbia, all at the School of Electrical Engineering, major Telecommunications, being a full professor there. She is a Senior Member of the IEEE, member of the SMPTE (Society of Motion Pictures and Television Engineers) and several other telecommunication societies. Her main interest is in the field of telecommunications and signal/image/video processing, including the use of fractal and multifractal analysis. She has authored several textbooks and book chapters and more than 350 papers. She has been lead guest editor for special issue of Wiley Hindawi scientific journal Complexity devoted to complex biomedical systems and signal analysis. She has been responsible for developing the Terrestrial Broadcasting Digital Switchover Strategy in the Republic of Serbia, as well as for technical issues regarding the digital switchover project, including the digital dividend planning and broadband strategy. Irini Reljin is Assistant Minister for Electronic Communications in the Ministry for Trade, Tourism and Telecommunications, Republic of Serbia.

​Mr. Reinhard Scholl is Deputy to the Director of the ITU’s Telecommunication Standardization Bureau. Previously he has been with Siemens in Munich, Germany and with ETSI (European Telecommunications Standards Institute). He has also served on the ICANN Board. He received a Ph.D. in physics from the University of Illinois, USA.
 


 

​Mr. Darius​ Stravinskas has initiated and led the task force which has successfully prepared national 5G strategy of Lithuania which was approved by the government and to be implemented over the coming next years. During the stay in the ministry, Darius is leading transposition of EECC to the national law and ensuring that the best legislation for the deployment of 5G infrastructure should be adopted. By promoting national eSIM regulation for mobile services provision, Darius believes that eSIM is the key component which will accelerate the usage of IoT devices, thus increasing the use cases and faster adoption of 5G technology. Before joining the ministry, Darius has gained more than 15 years of experience in ICT project management of technology development and deployment. Darius holds a Master degree of Business Management, Bachelor of Telecommunication Technologies and Mobile Communications.

​Mr. Witold Tomaszewski. For 15 years he was a journalist writing about the telecommunications industry. Later, for 3 years, he supported the investment process related to base stations at one of the Polish MNOs, among others in terms of relations with local governments and communities. Now an expert at the National Institute of Telecommunications, specializing in social education about new technologies and 5G/EMF.

​Mr. Vilem Vesely. Having studied Telecommunication at the Faculty of Transportation Sciences, Czech Technical University in Prague, Vilem Vesely worked between 2004 and 2013 for the Czech Telecommunication Office (national regulatory authority) and since 2013 he is employed at the Ministry of Industry and Trade, Department for Electronic Communications.
He is responsible for international affairs in the field of electronic communications, which has made him encounter many regulatory and legal activities at the EU level, within Czechia or even worldwide, following the international organizations’ activities concerning quickly evolving ICTs.
The above-mentioned department is also responsible for putting forward the strategies at the national level; one of those is the national text “Implementation and Development of 5G Networks in the Czech Republic, Towards the Digital Economy”.

Mr. Ramazan YILMAZ was born in 1980 in Turkey. I earned my Bachelor Degree from Gazi University in the field of Business Administration & Management in 2004 in Ankara, the capital city of Turkey. After I joined to governmental body in 2005, I started to work at Information and Communication Technologies (ICT) Authority, the regulatory body, as an ICT Assistant Expert in 2006. I wrote my expert thesis on “3G Mobile Communications Interconnection Cost Model”, also published as a paper in a distinguished journal in Turkey in 2009. Then, I earned my Master Degree from Boston University (BU) in the field of Business Administration with a concentration on Financial Economics in the USA in 2012-2013 education period. I studied Net Neutrality as the Research Thesis at BU in 2013. I promoted to Director of Market Surveillance Laboratory at ICT Authority in 2014. After that, I promoted to Head of Technical Regulations Department at the Institution. I am also one of the Vice-Chairs of the ITU-T SG2, which is dealing with Operational aspects of service provision and telecommunications management, for 2017-2020 study period. I have the responsibility of making the market surveillance of ICT terminals, pursuing the standardization works of 5G & beyond and other communication technologies, regulating and the standardization of infrastructure of ICT industry, monitoring the QoS level of fixed BB services, and establishing the ICT geographical information system (GIS) in Turkey.
