On March 27-28, the ITU country workshop “Tools to support the formation of sectoral policy and regulation: ICT statistics and assessment of the quality of service delivery” was held in Yerevan, Armenia.
The workshop, organized jointly with the Ministry of High-Tech Industry and the Public Services Regulatory Commission of the Republic of Armenia, was aimed at in-depth familiarization of participants with ICT indicators collected by the ITU through annual questionnaires, studying national approaches and methodologies for data collection in other countries of the region and tools for assessing the quality of ICT services..
The event was attended by more than 20 representatives of regulatory bodies, statistical committees and telecom operators of the Republic of Armenia.
Part of the seminar was devoted to issues in the field of quality of service. ITU experts presented approaches, resources and international standards in this area that can be implemented by countries. Representatives of the Republican Unitary Enterprise for Supervision of Telecommunications "BelGIE" of the Republic of Belarus and the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan shared the experience of Belarus and Kazakhstan in assessing the quality of communication services. Experts from RIPE NCC spoke about the tools used to assess the quality of Internet access services provided through data collection.
The second part of the seminar was devoted to ICT statistics. An overview of administrative indicators of fixed and mobile networks was presented using the experience of the Ministry of Communications and Informatization of the Republic of Belarus as an example. The participants of the seminar reviewed the
Guidelines for the Collection of Administrative Data in the Field of Telecommunications/ICT, which contains more than 90 indicators aimed at collecting data from the supply side of ICT services and agreed upon at the international level.
Participants also focused on a detailed study of the
Manual for Measuring ICT Accessibility and Use at the Household Level, designed to measure demand for relevant services, to promote the development of ICT use questionnaires by national services for a better understanding of existing digital divides and their causes, taking into account new indicators and the experience of developed and developing countries. Great emphasis was placed on the importance of measuring digital skills, as this is necessary to assess the level of digital literacy of the population and identify training needs.
The seminar allowed the participants to exchange experience and knowledge in the field of ICT statistics and assessment of the quality of communication services. We hope that this will become a good basis for further cooperation and development in these areas.
