Workshop on Resilient Infrastructure for Effective Early Warning Dissemination

Early warning systems (EWS) play a critical role in disaster risk reduction, saving lives and minimizing economic losses. However, their effectiveness depends on resilient infrastructure that ensures timely and reliable dissemination of warnings to at-risk communities. ITU and Tohoku university would be co-organizing the workshop that would assist in participants from Asia-Pacific region ​to gain insights on gain insights into the latest technologies, coordination frameworks, and impactful approaches to build disaster-resilient warning systems.​

Objective

Enhanced capacity on advanced technological solutions, best practices for resilient National ICT infrastructure development and innovations in Disaster Risk Reduction.

Target

The event would attempt to bring together mid to senior level participants from Asia-Pacific region with focus on ICT Policy makers, Regulators and other relevant institutions. ​

Visa 

​​Participants would be required to make their own visa arrangements through the nearest embassy of Japan. A visa support letter can be provided to REGISTRERED participants only by filling the visa letter request form, preferably before 7 August 2025.

Strengthening ICT Resilience Across Asia-Pacific

National ICT infrastructure is essential for driving economic growth and improving livelihoods. To support resilience in ICT infrastructure, the ITU Regional Office for Asia and the Pacific developed an assessment framework, validated by ICT regulators across the region in August 2023.

As part of the ITU's “Connect2Recover" project funded by Australia's Department of Infrastructure, Transport, Regional Development, Communications, Sports and Arts (DITRDCSA), we carried out the assessments in Bhutan, Lao PDR, Nepal, and the Philippines and compiled the results into a report around four key pillars:

🔹 ICT affordability

🔹 Emergency preparedness

🔹 Early warning dissemination

​It also features case studies, gap analyses, and international best practices to guide policymakers, regulators, and investors in building resilient ICT ecosystems across the region.
