Lematua Gisa Fuatai Purcell

Prior to this appointment, she was Acting Secretary-General and Director of ICT development at the Commonwealth Telecommunication Organisation (CTO). She was the Head of the ICT development for LDCs, SIDS LLDCs and countries with economies in transition at the ITU. In 2004, Gisa led the telecommunication reform in Samoa that saw the development of the first national ICT policy, providing the technical review of the Telecommunication Act and spearheaded the liberalization of the mobile market. She has over 30 years’ experience in ICT development at the national, regional and international level. Gisa has a Master’s degree on Information Systems, Victoria University of Wellington, New Zealand
