​The telecommunications sector in the Caribbean has experienced a fundamental change in structure from monopoly to competition, where state-owned operators were either privatized and/or the markets were liberalized.  Legislation, policies and regulation had a fundamental role to play in ensuring an effective competitive environment and fostering the long-term development of the ICT market.  Significant changes in the sector over the years mean that countries now have to review and possibly revise their frameworks in order to adapt to the new ICT environment. Therefore, to secure the benefits of liberalization and to minimize,  if not avoid some of its conflicts and challenges, legislators and policy makers  are continuously seeking to introduce new laws and/or find new measures to minimize disputes among operators.  The ITU Dispute Resolution and Competition Law Workshop will be held at the kind invitation of the Ministry of Information, Telecommunication and Constituency Empowerment in Roseau, Dominica, from 22 to 24 April 2014.
