The event on Accelerating the achievement of the Digital Uganda Vision through future-ready policy interventions and capacity development will share insights into the impact of targeted digital transformation actions and capacity development, and practical pilot implementation that have been facilitated by the Government of Uganda and ITU joint project on ‘Technical assistance and training to Uganda on National ICT development strategy’ (2021-2024).

Overall, the project aims to contribute to a strengthened ICT policy and regulatory environment to enable Uganda to continue transformation into a digitally enabled society that is innovative and competitive. The project parties are the Government of Uganda through the Ministry of ICT and National Guidance, with financial support by the South-South Cooperation Assistance Fund (SSCAF)/(Global Development and South-South Cooperation Fund (GDF)) represented in the project by the Ministry of Industry and Information Technology (MIIT) of the People’s Republic of China and the International Telecommunication Union (ITU).  A three-pronged approach has been applied focusing on: 1) the development of policy recommendations (funded by SSCAF/GDF); 2) enabling capacity development (funded by SSCAF/GDF); and, 3) the implementation of test pilots (funded by ITU ICT-Development Fund).

The project is framed under the Digital Uganda Vision (DUV) framework and in line with Uganda’s Digital Transformation Programme in the Third National Development Plan (NDPIII). As such, the project supports Uganda’s transformation into a digitally enabled society and knowledge economy and contributes through its implementation to the national Digital Transformation Roadmap (2023).







Objectives and Expected Outcomes


The event shared insights into the impact of targeted digital transformation actions and capacity development, and practical pilot implementation that have been facilitated by the Government of Uganda and ITU joint project on ‘Technical assistance and training to Uganda on National ICT development strategy’ (2021-2024). It will showcase project achievements and share stories and lessons learned while providing a platform for national and international
stakeholders who have been involved in the activities and who are considering partnerships, investment opportunities and capacity development across the five pillars of Digital Uganda Vision (digital infrastructure and connectivity, data centers, digital services, cybersecurity, data protection and privacy, digital skills, and innovation and entrepreneurship) with information on where such opportunities may lie.

Experts involved in the different interventions across the project’s workplan and beneficiaries shared on the value and impact of the interventions that they have been part of and share on possible next steps to ensure that the insights and lessons learned will continue to contribute to Uganda’s digital transformation journey and advancing on national targets and ambitions and the United National Sustainable Development Goals.

The interactive sessions during the event seek to increase awareness on technical topics that are critical to universal and meaningful connectivity and sustainable digital transformation and highlight the importance of different stakeholders’ contribution in building the necessary capacity across the country to implement the Digital Uganda Vision. Through the discussions, participants will also learn about the project’s goals, activities, and deliverables.

The event took pl​ace on 28 November 2024, from 9:00 to 16:30 at the National ICT Innovation Hub which is located inside the Ugand
a Institute of Information and Communications Technology (UICT) Nakawa Campus in Kampala.

Th
e event included a range of activities designed to showcase the project's impact and facilitate knowledge sharing among participants. These activities include:
  • High-level session on key topics pertaining to national digital transformation: High-level presentations by government officials, private sector, academia and youth, international partners to set the tone for the event and emphasize the importance of the project's achievements and contributions towards Uganda's digital transformation journey.
  • Presentations of technical reports and their findings: The sessions will include the presentation of the final project assessments and reports, highlighting key accomplishments, challenges, and lessons learned throughout the project duration. This session will provide an opportunity for stakeholders to engage on the outcomes and discuss the sustainability of the project's impact and contribute to paving the way for the next steps towards implementation of the findings.
  • Sharing on pilot projects: Pilot projects implemented under the project with support of the ITU ICT Development Fund (ICT-DF) were shared with the participants highlighting innovations and solutions that were developed. The findings from such pilot projects may serve as potential basis for future collaboration.
  • Recognition of training courses completed: Beneficiaries representing the over 30 courses and the close to 6,000 beneficiaries that have been certified through the capacity development and knowledge sharing activities will receive their certificates. Recognition of the contributions made by various stakeholders towards the success of the project will also be made.

    A tour of the National ICT Innovation Hub could also be enjoyed by interested participants.

​ The ev​e​nt was attended by representatives from Government ministries, ICT regulator and sectoral authorities, academia and training providers, professional associations, civil society, development partners and international organizations and UN agencies, telecommunication/ ICT companies and private sector, and other stakeholders.​ ​​​​
