Ms. Karen Woo, Project Officer, ITU

Ms. Woo is a Consultant on the “Connect2Recover” initiative for digital infrastructure reinforcement and resiliency for COVID-19 recovery and in times of natural hazards focusing on countries from Africa, Arab States, Americas, CIS, and Europe regions. She also contributes towards Connect2Recover research competition as well as the work of the Broadband Commission Working Group on Smartphone Access.
Prior to ITU, Ms. Woo was Head of Access Department at the Malaysian Communications and Multimedia Commission. She specialised in ex-ante competition policies, particularly on access and interconnection, in ensuring a level-playing field in the dynamic communications and multimedia sectors by setting terms and conditions and prices, and resolving disputes and complaints. Apart from that, she also reviewed retail rate regulation, assessed anti-competition complaints, ensured regulatory compliance by licensees, actively contributed to ITU-T Study Group 3’s work on international settlement, tariff and cost issues from 2005 to 2018, and conducted training. Ms. Woo was also an Assistant Manager in KPMG where she conducted consultancies on public key infrastructure and BS7799, as well as audits on information security and business process reviews.
Ms. Woo holds Master’s degrees in Information Technology and Telecommunications Law (LL.M., with distinction) and International Policy and Diplomacy (MA, with distinction), and a Postgraduate Diploma in Economics for Competition. She also holds Bachelor’s degrees in Law (LL.B.) and Commerce (B.Com), is a Certified Information Systems Security Professional and an Accredited Evaluative Mediator.
