Policy Practices for E-waste Management: Tools for Fair and Economically Viable Extended Producer Responsibility - Second Edition

To be published through the collaboration between the International Telecommunication Union (ITU) and Saudi Arabia’s Communications, Space & Technology Commission (CST), the Policy Practices for E-waste Management: Tools for Fair and Economically Viable Extended Producer Responsibility - Second Edition (upcoming) toolkit will provide a step-by-step guide to e-waste policymakers and regulators. Based on ITU’s experience and lessons learned in e-waste management and circular economy, it will speak to experts from the ICT and environmental sectors, especially in countries where e-waste policy and regulation is either not in place or in early development stages.

This second edition of the toolkit is enhanced to cover all phases of policy and regulatory developments from initial preparation to stakeholder consultation. This includes details on implementation, internal and external checks, as well as critical success factors. The toolkit will set out specific requirements for national and local government policymakers, encouraging an all-actors approach based on the extended producer responsibility principle for e-waste management.

This will be the second edition of the Toolkit on Policy Practices for E-waste Management, produced by ITU’s Telecommunication Development Sector (ITU-D) with financial support from CST under a 2-year project supporting the development and implementation of e-waste policy and regulation towards a circular economy. This project focuses on implementing national e-waste regulations for Paraguay, Rwanda and Zambia. There has been significant stakeholder engagement to provide these countries with the right steps to deliver a circular e-waste management system. Their experiences and lessons learned throughout the project are documented in the second edition of this toolkit.
