Launch of Guidelines for National Emergency Telecommunication Plans and Table Top Simulation Guide

​​​​​ITU Guidelines for national emergency telecommunication plans

​​​An online special session to launch the ITU Guidelines for National Emergency Telecommunication Plans and the ITU-ETC Emergency Telecommunications Table Top Simulation Guide took place on 19 March 2020, from 15:00 to 17:30 GMT +2.​
 
It showcased ITU's work on assisting countries developing​ the National Emergency Telecommunications Plans (NETPs). Since 2018, ITU has supported the development and implementation of NETPs in 4 Pacific Islands, Vanuatu, Samoa, Solomon Islands and Papua New Guinea and in 2 countries in the Americas Region, Guatemala and Bolivia.             

This event provided an opportunity to share experiences from different countries regarding the benefits of NETPs, as well as the challenges on its implementation. It also highlighted the importance and opportunities of supporting ITU's work in disaster response and the importance of partnerships for disaster management.  

​Complementarily, the launch of the ITU-ETC Emergency Telecommunications Table Top Simulation Guide will contribute towards enhancing national disaster-readiness with a focus on emergency telecommunications, by testing the capacities and capabilities of national institutions, processes and technologies in a simulated emergency scenario. The session will also provide a brief introduction to this operational resource, and outline the context and overall value.  

The online session targeted permanent missions in Geneva, ITU member states and sector members and UN organizations. It featured presentations by ITU, the Emergency Telecommunication Cluster (ETC) and key partners from the satellite industry as well as from Members States, who shared their views and talk about the benefits of having NETPs in place and the opportunities for increasing resilience and improve coordination among all actors involved in disaster management at a national level. 

The session highlighted the importance of multi-stakeholder partnerships and the need to strengthen coordination strategies to better assist governments and affected population when disaster strike.
