Ms Doreen Bogdan-Martin Director, Telecommunication Development Bureau International Telecommunication Union (ITU) Doreen Bogdan-Martin was elected Director of the ITU Telecommunication Development Bureau in November 2018 and took office on the 1 of January 2019. She is a strategic leader with 30 years' of high-level experience in international and inter-governmental relations, and a long history of success in policy and strategy development, analysis and execution. From 2008-2018, she led the Strategic Planning & Membership Department of ITU, and also served as Coordinator of United Nations Affairs. She was one of the architects of the annual Global Symposium for Regulators and leads ITU's contribution to the EQUALS Global Partnership for Gender Equality in the Digital Age. She serves as Executive Director of the UN Broadband Commission for Sustainable Development, and is leading ITU's collaboration with UNICEF and others on the GIGA project to connect the world's school. She holds a Master's degree in International Communications Policy from the American University in Washington, DC and a post graduate certificate in Strategies for Leadertship from the Institute for Management Development in Lausanne, Switzerland. She is an affiliate of the Harvard University Berkman Klein Center for Internet and Society , and a Generation Unlimited Champion. She serves on a number of advisory bodies, including the Geneva Tsingua Initiative, the SDG Lab Advisory Board, and the UN Technology Innovation Labs . She is also an amateur radio operator. Ms Bogdan-Martin is married with four children. |
Ms Vanessa Gray Head, Environment and Emergency Telecommunications Division International Telecommunication Union (ITU)
Ms. Vanessa Gray is the Head of the Division for Environment and Emergency Telecommunications within the ITU's Telecommunication Development Bureau (BDT). Ms Gray coordinates the Telecommunication Development Bureau's work in the area of Emergency Telecommunications, to develop ICT projects and provide assistance for disaster preparedness, mitigation, response, and recovery. This includes the development of national emergency telecommunication plans, the deployment of emergency telecommunication equipment to countries hit by disasters, and regional and national capacity building exercises for disaster management. She is also responsible for the organization of the Global Forum on Emergency Telecommunication (GET) and specific ICT for disaster management tools and publications, for example in the area of disruptive technologies, gender, and ICT drills. In the area of the environment, Ms Gray coordinates the BDT's work on developing e-waste policies and monitoring the amount of electronic waste, in particular through the publication of the Global and Regional E-waste Monitors. Her role is to build public-private partnerships, develop projects and strengthen the role of the BDT in terms of e-waste coordination, for example with the E-waste Coalition, the Global E-waste Statistics Partnership, and with the private sector. Prior to this position, Ms Gray was part of the ITU's Data and Statistics Division and contributed to the design and preparation of the Division's analytical publications, including the Measuring the Information Society Report (MISR). She also contributed to and coordinated the analysis of information society developments, organized ICT-related meetings, and delivered national and regional trainings and workshops on ICT statistics to ITU member states. Ms Gray holds a Master's degree in Political Science and Economics from the Graduate Institute of International and Development Studies in Geneva, Switzerland. |

Maritza Delgado is a Program Officer of the Environment and Emergency Telecommunications Division within the International Telecommunication Union's (ITU) Telecommunication Development Bureau (BDT). Maritza is responsible in the context of emergency telecommunications for supporting countries in the development of National Emergency Telecommunication Plans and their regulatory, policy and legal frameworks, in design and implementation of early warning and alerting systems, as well as in the development of projects, guidelines and reports for the inclusion and use of ICTs for disaster management and risk reduction. She holds a University degree in Electronic Engineering and Telecommunications and has over 13 years of experience in the field of disaster management. |
Mr. Eliot Christian

Eliot Christian is a pro bono consultant to various organizations. He leads the Filtered Alert Hub initiative and he conducts CAP training for ITU and the US Agency for International Development, among other organizations. He is also a pro bono consultant to, and retired from, WMO. He was a chief architect of the WMO Information System and the Global Earth Observations System of Systems. Eliot is also retired from the United States Geological Survey (USGS) where for many years he helped lead broad programs for environmental data sharing. Since 2001, he has been active in developing and promoting CAP, especially internationally. |

Deputy Chief of the Federal Communication Commission's Bureau of Public Safety and Homeland Security
Mr. David Furth is Deputy Chief of the Public Safety and Homeland Security Bureau of the Federal Communications Commission, a position he has held since 2009. In that capacity, he oversees the Bureau's work on 911 and first responder communications issues. Mr. Furth was part of the initial leadership team when the Bureau was established in 2006, serving as Associate Bureau Chief until 2009. Between 1992 and 2006, Mr. Furth held multiple staff and leadership positions at the Commission, primarily in the Wireless Telecommunications Bureau. Prior to joining the Commission, Mr. Furth was in private law practice in Washington, D.C., and San Francisco, California. He received his B.A. from Harvard University and his J.D. from Stanford Law School. |
Mr. Bob Desiato AT&T Director of Network Disaster Recovery
Bob Desiato, Director – DHS/NCC AT&T Liaison/NDR Customer Liaison, brings over 34 years' experience, ranging from network design, equipment management and deployment, network validation testing and disaster response. During his time at AT&T Labs, Bob worked extensively with suppliers to test, certify, and implement equipment into the AT&T network. Bob has worked disaster recovery of both wireline and wireless networks. He has also worked actively with clients to communicate AT&T's expertise in the areas of Network Disaster Recovery and Business Continuity Planning. Bob has experience working with government clients at the Federal, State and Local levels and has presented at both private and public forums on Network Disaster Recovery preparedness and deployments. Bob brings practical experience to these presentations, having been deployed to multiple recovery events, including New York after 9/11, New Orleans after Hurricane Katrina, Texas to Galveston Island after Hurricane Ike, and most recently to Key West, FL for Hurricane Irma, Houston for Hurricane Harvey and to Puerto Rico for Hurricane Maria. Bob has extensive background on the AT&T Network, Network Disaster Recovery, and Business Continuity Planning. He has represented AT&T in many capacities to speak about first-hand experience with Incident Command, Deployment, Recovery and other Business Continuity topics. |

Inmarsat Donna Bethea-Murphy is Senior Vice President of Global Regulatory Policy and Development for Inmarsat. In this capacity she leads the company's domestic and international regulatory policy activities. She has been appointed to the Federal Communication Commission's Communications Security, Reliability and Interoperability Council and National Telecommunications and Information Administration's Commerce Spectrum Management Advisory Committee and National Telecommunications Information Admiration's CSMAC. Donna also serves as Vice Chair and Founding Member of the ITU Smart Sustainable Development Board and Focal Point on the ITU/UNESCO Broadband Commission for Sustainable Development. She was previously Chair of the USITUA Board. Preceding Inmarsat, she was Vice President of Regulatory for Iridium where she led all of the company's global technical regulatory activities, including those related to policy, standards, licensing, International Telecommunication Union (ITU) and spectrum. She was previously Senior Director of Spectrum Policy at PanAmSat Corporation. Prior to joining PanAmSat, she was Director of Technology and Regulatory Affairs for AirTouch Communications, where she developed and implemented technical regulatory policy for terrestrial wireless services. Prior to her position at AirTouch, she was responsible for international and domestic spectrum policy at the FCC. She holds a BS in Electrical Engineering from Clemson University. |

Head, Regulatory and Market Environment Division International Telecommunication Union (ITU) Sofie Maddens is the Head of the Regulatory and Market Environment Division of the ITU BDT. Lawyer by training, Sofie Maddens has worked as Regulatory and Policy Expert in the telecommunications/ICT sector in international and multi-cultural environments, including in Asia and the Middle East, as well as in the Americas, Europe and Africa. She has managed complex private sector, government, and regional and international projects and grants for national governments and their National Regulatory Authorities, the European Commission, the World Bank, the Telecommunications Development Bureau of the ITU as well as for a wide variety of private telecommunications, consulting and financial sector clients. Her scope of expertise has focused in particular on the information and communications sectors, the postal sector as well as the information society (including Internet policy and governance, e-commerce, privacy, cybercrime and cyber security). |
Ms. Irene Kaggwa Sewankambo

Mrs Irene Kaggwa-Sewankambo is the Director for Engineering and Communication Infrastructure at the Uganda Communications Commission. She possesses a vast experience in the ICT sector spanning policy development, research, regulation and implementation in various aspects including internet development, licensing, universal access, quality of service, numbering resource management as well as promotion of research and innovation. An engineer by profession, Mrs Sewankambo holds a Master of Science in Communications Systems and Signal Processing from University of Bristol in United Kingdom and a Master of Science in Economic Management and Policy (Business Economic Pathway) from University of Strathclyde in United Kingdom. She acquired her Bachelor of Science Degree in Electrical Engineering from Makerere University Kampala. Prior to this appointment, Mrs Sewankambo was the Head of Research and Development Unit as well as Coordinator of the Office of the Executive Director. |

Aarti Holla-Maini has been Secretary General of the ESOA since 2004. She is a Member of the World Economic Forum’s Global Future Council on Space, the WEF Global 5G Coalition Network and the WEF Essential Digital Infrastructure & Services Network. Under Aarti’s leadership, ESOA & its member CEOs lead the effort to showcase the benefits of satellite communications for a more inclusive and secure society - vital to bridging the world’s digital divide, achieving the UN’s Sustainable Development Goals and realizing the 5G ecosystem. Since joining the association, Aarti has led the expansion of ESOA from a European association to one that represents the interests of 21 global and regional satellite operators. She reports directly to their Chief Executives. Aarti has 23 years' experience in the aerospace industry, starting at Daimler-Benz Aerospace/EADS (now Airbus) in Germany. In 2000, she moved to Brussels, representing Airbus interests in the European satellite navigation program: Galileo.
Aarti holds a Masters of Business Administration from HEC, France & Stern Business School, NYC, USA. She qualified as Solicitor of the Supreme Court in the UK in 1995, holding a 2:1 graded LLB Hons Law with German Law degree from King's College, University of London & the University of Passau, Germany. Aarti is of British-Indian origin and holds British and Belgian nationalities. She lives in Brussels, has 3 children and speaks 5 languages. |
