An integral component of any national Cybersecurity strategy is the adoption of appropriate legislation against the misuse of ICTs for criminal purposes – which is harmonized with regional and international policy and practices. To help ensure a safe, secure and equitable internet – and combat cybercrime – ITU is assisting Member States in implementing appropriate cybersecurity legislation and harmonizing the legal and policy framework.
Central tools and services ITU offers are the co-developed
(i) Combatting Cybercrime toolkit; the thematic(ii) partnership with the
United Nations Office on Drugs & Crime (UNODC) on mitigating the risks posed by cybercrime, and the secure use of ICT through various joint initiatives and capacity building to benefit countries worldwide; as well as
(iii) customized support and technical assistance to ITU membership designed to meet the individual requirements of the country. Starting with an assessment of the current status of cybersecurity capacities and legislation as well as the countries demands, and moving to the development of strategy and a tailored roadmap to harmonize the legal and policy framework and build national capacity for cybersecurity. COMBATTING CYBERCRIME TOOLKIT & INITIATIVE
The "Combatting Cybercrime: Tools and Capacity Building for Emerging Economies" toolkit, is a contribution to the global effort for a safe, secure and equitable internet. It focuses on building the human capacity of policy-makers, legislators, judges, lawyers, prosecutors, investigators and civil society on the various legal issues that comprise the fight against cybercrime. Though focusing on legal matters, Combatting Cybercrime recognizes that the challenge is much larger, and, accordingly, builds from the perspective that an effective response to ever-more sophisticated cybercrime requires a multidisciplinary, multi-stakeholder, public-private approach.

UNDERSTANDING CYBERCRIME: PHENOMENA, CHALLENGES AND LEGAL RESPONSE
As cyber-threats can originate anywhere around the globe, the challenges are inherently international in scope and it is desirable to harmonize legislative norms as much as possible to facilitate regional and international cooperation. To assist countries in understanding the links between cybersecurity, the building of confidence and security in the use of ICTs, and cybercrime, ITU has developed, and is in the process of developing, a number of tools. One such tool, which ITU has developed together with an expert, is the ITU publication titled “UNDERSTANDING CYBERCRIME: Phenomena, Challenges and Legal Responce”. The Guide can serve to help developing countries better understand the implications related to the growing cyber-threats and assist in the assessment of the current legal framework and in the establishment of a sound legal foundation, if this does not yet exist.

NOTABLE ACTIVITIES IN HARMONIZING POLICIES & LEGISLATION IN ACP COUNTRIES
