Global CyberDrill 2025

OBJECTIVES

The primary objective of a Global CyberDrill is to strengthen the cybersecurity readiness and resilience of the CIRT community across the Globe. In particular, it aims to enhance cybersecurity capacity and capability through regional cooperation, assist Member States in developing and implementing operational procedures to respond better to various cyber incidents and identify improvements for future planning and CIRT processes at the national level. Global CyberDrills strengthen international cooperation between Member States and promote knowledge sharing to foster a global culture of cybersecurity preparedness.

The Global CyberDrill 2025 (2nd Edition) is organized by the Telecommunication Development Bureau (BDT) of the International Telecommunication Union (ITU) and the United Arab Emirates Cyber Security Council within the framework of the ITU-D priority area on “Inclusive and secure telecommunications/ICTs for sustainable development”, as adopted by the 2022 World Telecommunication Development Conference (WTDC-22).

BACKGROUND

The International Telecommunication Union (ITU) enhances the cybersecurity readiness, protection, and incident response capabilities of its Member States by conducting CyberDrills at both regional and international levels. A CyberDrill, held annually, sorganizedcyber-attacks, information security incidents, or other disruptions to test an organization's cyber capabilities. This includes detecting security incidents and responding effectively to minimize the impact of cyber incidents. Participants in CyberDrill validate policies, plans, procedures, processes, and capabilities related to preparation, prevention, response, recovery, and continuity of operations. This capacity-building event highlights the crucial role played by Computer Emergency /Incident Response Teams (CERTs/CIRTs) in enhancing cyber resilience and safeguarding critical information infrastructure.

Over the last decade, ITU has organized 55 CyberDrills in collaboration with over 160 countries around the world, fostering cybersecurity capacity and capability through regional collaboration and cooperation.
