
| Dr. Cosmas Luckyson ZAVAZAVA, Director of the Telecommunication Development Bureau (BDT) at the International Telecommunication Union (ITU)
Dr. Cosmas Luckyson Zavazava took office as Director of the Telecommunication Development Bureau (BDT) at the International Telecommunication Union (ITU) on 1 January 2023.
With more than 30 years in telecommunications, including over 20 years in ITU's Development Sector, Dr Zavazava has promoted and implemented impactful information and communication technology projects around the world.
Prior to his election as BDT Director, he served as ITU's Chief of Partnerships for Digital Development, overseeing development-related projects, strategic partnerships, and resource mobilization between 2019 and 2022, while launching new initiatives that have boosted the engagement of industry, private-sector, and academia members in ITU's work. From 2010 until 2019, he was Chief of the Projects and Knowledge Management, responsible for ITU's project portfolio, statistics, capacity building, and emergency telecommunications activities, as well as coordinating special assistance to least developed countries (LDCs), landlocked developing countries (LLDCs), and small island developing states (SIDS).
Previously, as ITU's Chief of Projects and Initiatives, he oversaw development projects focused on gender, youth, and people with special needs, along with capacity building, emergency telecommunications, climate change mitigation and adaptation, and e-waste management.
Earlier, Dr. Zavazava headed the Republic of Zimbabwe's Government Telecommunications Agency and served as a senior diplomat. He also taught MBA classes at the UK's Nottingham Trent University.
Throughout his career, he has focused on closing the digital and skills divide and accelerating digital transformation to achieve socio-economic development for all.
Dr. Zavazava holds a PhD in Multilateral Trade from Business School Lausanne (Switzerland), and a Master of Laws degree in Telecommunications and Information Technology from the University of Strathclyde (UK), as well as a Master's in International Relations from Webster University (US), and an MBA from the University of Zimbabwe. He also holds a Bachelor's in Business Administration and diplomas in Telecommunications and Systems Engineering .

Philippos Hadjizacharias was born in Larnaka in 1975. He graduated from the Pancyprian Lyceum of Larnaka. He holds an Accounting degree from the University of Birmingham, ΑΑΤ, FCCA, degrees, MA Taxation in European Law from the Institute of Advanced Legal Studies of London as well as a certificate on Effective Leadership from the University of Oxford.
He is a member of the Institute of Certified Public Accountants of Cyprus, which he has served from various positions. He is a founding member of PHS & Partners, a Larnaka based company. He has served as non-Executive Director as well as Financial and Tax advisor in multinational companies.

| Mr. George MICHAELIDES, Commissioner of Communications, Regulator for Network and Information Security (NIS) for Critical Information Infrastructures (CIIs), Cyprus
George Michaelides has more than 25 years of experience in ICT. He holds a B.Eng in Computer Engineering and an MSc in Communications Systems. He worked for more than 14 years for multinational organizations holding various regional senior ICT roles, accountable for the provision of impeccable service, through reorganizations, outsourcing and the implementation/adoption of IT Best Practices. Since 2014, he is leading the Cyprus National Regulatory Authority (OCECPR) for Electronic Communications and Postal Services as well as additionally in 2018, the regulatory authority for Network and Information Security (NIS) for Critical Information Infrastructures (CIIs). As part of this responsibility, he has setup and operate the National CSIRT. His office is also the coordinating body for the implementation of Cyprus Cybersecurity Strategy as well as to operate the National Coordination Center, responsible to boost research excellence and competitiveness of the country/Union in the field of cybersecurity. As part of his regulatory duties he is a Board member of the Body of European Regulators for Electronic Communications (BEREC) and the European Cybersecurity Competence Center (ECCC).

| Ms. Atsuko OKUDA, Regional Director of the ITU Regional Office for Asia and the Pacific
Ms Atsuko Okuda was appointed as the Regional Director in April 2020. She leads ITU’s support to the region’s digital transformation and manages the Bangkok and Jakarta offices to cover 38 member countries in Asia and the Pacific. Prior to the new assignment, she was the Chief of the ICT and Development Section of the ICT and Disaster Risk Reduction Division of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), in Bangkok, Thailand from 2015 to 2020. At ESCAP, she promoted the development of regional broadband connectivity and inclusive broadband through the implementation of the Asia-Pacific Information Superhighway (AP-IS) initiative.
Before joining ESCAP, Ms Okuda served the United Nations Economic and Social Commission for Western Asia (ESCWA) in Beirut as the Chief of the Governance and Statebuilding Section and the Chief of the Strategic Planning and Monitoring Section which managed the ESCWA’s programme and projects. Prior to it, she contributed to the Umoja project, the UN Secretariat ERP initiative, in the Office of the Under-Secretary-General of the Department of Management, UNHQ for 2 years. From 2002 to 2010, she was responsible for promoting a wide range of ICT for development initiatives at ESCAP and the United Nations Economic Commission for Africa (ECA) as Senior IT Officer. She started her UN career in the area of ICT for Development at the Regional Bureau for Asia and the Pacific, the Bureau for Development Policy, and UNDP Country Office in Bhutan from 1997 to 2002.
Ms Okuda obtained a BA from Kyoto University (Japan), MA from Helsinki University (Finland), and has currently been enrolled as a research fellow at the United Nations University – Maastricht Economic and Social Research Institute on Innovation and Technology (UNU-MERIT) in the Netherlands. Her doctoral thesis is entitled “Towards e-compliance: Anti-corruption and e-governance initiatives in the case of Bhutan”, to be defended in 2021. Her academic articles on broadband, AI, and Digital Transformation were published by the Lee Kwan Yew School of Public Policy and the Druk Journal. Among other publications and research papers, she was the author of a chapter on e-resilience in the 2018 UNDESA E-government Survey and several blogs published by ITU.

| Mr. Jaroslaw PONDER, Head of the ITU Office for Europe
Mr. Jaroslaw K. Ponder, is the Head of the Office for Europe at the International Telecommunication Union (ITU), representing ITU in Europe and directing actions, projects, initiatives and experts’ groups targeting 46 countries of the Europe Region. His portfolio includes Regional Initiatives for Europe, designed by the European Member States and focusing on the ICT Infrastructure, Digitization, Digital Inclusion, Accessibility, Innovation and Cybersecurity. Mr. Ponder has managed numerous projects, activities and initiatives at national, regional and international levels. He has taken lead roles in many international conferences and summits concerning ICT innovation and development of ICT ecosystem, information society, and advancements of digital economy worldwide, while setting strategies and ensuring their timely implementation. During his professional career, Mr. Ponder has held official positions in the public sector and has been a leading contributor to legislative projects, which influenced public policy. Mr. Ponder has working for ITU since 2004 holding diverse positions in the General Secretariat, Telecommunication Development Bureau, and Regional Presence, addressing the complexity of information society development and digital transformation at national, regional, international level, including United Nations level. Mr. Ponder was appointed Head of ITU Office for Europe in 2017. For several years, Mr. Ponder has managed ITU’s work in the United Nations World Summit on the Information Society (WSIS) process, establishing the annual WSIS Forum, WSIS Prizes, WSIS Stocktaking, and others. In his current role, Mr. Ponder has established several formal coordination mechanisms facilitating the work of UN agencies in advancing digital transformation at the national and regional level.

Tadeusz Chomicki is a Polish sociologist and diplomat, holding the rank of titular ambassador. He served as the Ambassador of the Republic of Poland to South Korea (2001–2005) and the People's Republic of China (2009–2015). Chomicki played a key role in fostering diplomatic relations, including significant investment decisions in Poland by companies such as LG and Samsung during his tenure in Seoul. He returned to work at the Ministry of Foreign Affairs after concluding his ambassadorial term in 2015.

Apostolos Malatras is the Team Leader for Knowledge and Information at the EU Agency for Cybersecurity (ENISA) where he is in charge of emerging technologies in cybersecurity, threat landscapes, and foresight. As a cybersecurity expert at ENISA, Apostolos is responsible for many projects, including Artificial Intelligence, Internet of Things, Industry 4.0, and Smart Mobility. With more than 15 years of experience in the industry, academia, and the European Commission, Apostolos has a broad experience in managing and securing network infrastructures and connected and intelligent devices. He is the author and co-author of more than 60 research papers and scientific reports and regularly gives presentations on various international fora.

| Mr. Zdravko JUKIĆ, Deputy Executive Director, HAKOM, Co-Chair of BEREC Cybersecurity Working Group
Zdravko Jukić is an electrical engineer who currently holds the position of Deputy Executive Director at HAKOM, the Croatian national regulator for electronic communications, postal and railways services markets.
Before joining HAKOM, Zdravko worked for 18 years for a big telecom vendor in Croatia, Sweden and Germany. He represented the vendor in the key standardisation fora such as Third Generation Partnership Project, Open Mobile Alliance and Tele-Management Forum, and held various positions form Software Developer and Tester to Senior Systems Manager.
From 2013 to 2018, Zdravko served as a Council Member of HAKOM. Council Members are appointed by the Croatian parliament for a five-year term. Zdravko holds a postgraduate degree in regulation from the University of Zagreb. Currently, Zdravko is chairing the 5G Security Working Group of the National Cyber Security Council. Zdravko represents Croatia in the Network and Information Systems Cooperation Group, 5G Work Stream. Zdravko is also a deputy member of the European Union Agency for Cybersecurity Board, representing Croatia.

Mr. Wojciech Berezowski serves as a Counsellor in the Cybersecurity Department in the Ministry of Digital Affairs of Poland. In addition to his role in the Ministry, he holds the position of Vice-chair of the Com-ITU CEPT (Europe) and is the Chair of the ITU Council Working Group on Internet. My name is Biljana Jovanovska Baleski, and I am a professional with a background in IT Engineering. I graduated from the Faculty of Information Technology and Computer Engineering (formerly known as the Faculty of Natural Sciences and Mathematics) in Skopje, North Macedonia. Subsequently, I pursued and successfully completed master's studies at the Faculty of Electrical Engineering and Information Technologies, specializing in Regulation in Energy and Electronic Communications at FEIT.
My professional journey commenced as an IT expert in the Government of the Republic of North Macedonia, where I dedicated two years to contributing to various technological initiatives.
Following this, I transitioned to a long-standing commitment at the Agency for Electronic Communications, amassing over two decades of experience. Throughout my career, I have predominantly been immersed in the dynamic field of Information Technology.
For the past six months, I have been actively engaged in the National Center for Computer Incident Response (MKD-CIRT), contributing to the ever-evolving landscape of cybersecurity.

Tanel Sepp received his bachelor's degree in international relations at Euro University and his master's degree at Audentes University. Tanel Sepp has been a diplomat since 2003, has dealt with both European security and South Asian issues at the Ministry of Foreign Affairs. While working at the Ministry of Defense for four years, Sepp mainly dealt with cyber security. He has been on assignments in Luxembourg, Brussels, Kabul, Washington and since 2020 in Addis Ababa.

Mrs. Marinela Lazarević is the Head of the Department for Electronic Communications and Radio Spectrum at the Ministry of Economic Development in the Government of Montenegro. Marinela Lazarević has master's degree at the Faculty of Electrical Engineering of the University of Montenegro. She has been working in the Government of Montenegro in the field of ICT and telecommunications for over two decades. She participated in the drafting of the Law on Electronic Communications and Broadcasting Law, Law on Critical Infrastructure, Law on Crisis Management, as well as drafting bylaws, in the drafting of strategies and action plans in the field of telecommunications, digital transformation and industry. In addition, she participates in the work of Montenegro's accession program to the European Union. From 2011 until today, she is the Focal Point for Montenegro for the International Telecommunication Union (ITU); She participated in numerous international conferences, congresses, meetings, expert seminars and study visits in the field of electronic communications and radio-spectrum and economic development. She has published scientific papers on "Computational Modelling and Simulation of Air Dispersion".

| Professor Heung Youl Youm, Chairman, ITU-T Study Group 17, Security | Professor, Department of Information Security Engineering, Soonchunhyang University, Republic of Korea
He is Chairman of ITU-T SG17 (Security). He is working as a professor for the Department of Information Security Engineering of the Soonchunhyang University, Korea from September 1990. He is currently the Director of SCH Cybersecurity Research Centre from Dec. 2013. He was a Commissioner for Personal Information Protection Commission from August 2020 to August 2023.
He began participating in ITU-T SG 17 in 2003 and has actively contributed to the work of SG17 as a core member of security experts. He was an associate Rapporteur of SG 17 Question 10/17 from 2003 to 2004. For the Study Period (2005 – 2008), he served as a Rapporteur of Question 9/17. He was a Vice Chairman of ITU-T Study Group 17 from 2009 to 2016. He was a Chairman of Working Party 2 (Application Security) of SG17 for the Study Period (2009–2012) and was a Chairman of Working Party 3 (Identity management and cloud computing security) of SG17 for the Study Period (2013–2016). He has been a Project Editor for many approved ITU-T Recommendations or agreed Supplements in DLT security, authentication/application protocols, de-identification techniques, USN/IoT security, 5G security, and cybersecurity.
He is a Chairman for the ISMS/PIMS certification committee in Korea since 2007. He was a Board director for Korea Information/Security agency from May 2020 to October 2023, a member of advisory committee to the Korea national security office for the Office of the President, Republic of Korea from October 2018 to May 2022, a president of KIISC (Korea Institute on information security and cryptology) in 2011 and is an emeritus president of KIISC. He had worked for ETRI as a senior research engineer from 1982 to 1990. He had been involved in developing high speed transmission system. He had been involved in many (advisory or self-performance evaluation) committees for the Korea Communications Commission (KCC) from 2008 to 2016, the Ministry of Science, ICT and Future Planning (MSIP) from 2013 to 2017, the Ministry of Industry and Energy (MoTIE) from 2015 to 2017, Ministry of Science and ICT from 2017. He had been involved in self-performance evaluation) committees for the Ministry of Science and ICT since 2017 to 2019. He had been the chairman for the committee on information security in the PyeongChang Organizing Committee for the 2018 Olympic & Paralympic Winter Games from January 2015 to May 2018.
He received a bachelor’s degree in 1981, a Master degree in 1983, and a Ph.D. degree in 1990, all in Electronics Engineering from Hanyang University, Korea.

| Ms. Philomena Gnanapragasam, Director, Asia-Pacific Institute for Broadcasting Development (AIBD)
Ms. Philomena Gnanapragasam holds a double degree in Psychology and Political Science from UK and Malaysia respectively. To date, she has 15 international awards for radio and television. Prior to joining AIBD Philomena was Station Manager of Malaysia’s Pioneer English Radio Station, Traxxfm, RTM. Ms Philomena has significant experience in both radio and television programming. She was also Senior News Editor for Primetime television. Under her management, Traxxfm won several international awards, the latest being the Blue Ribbon Award from World Health Organisation (WHO) in 2016 and she was instrumental in rebranding the English radio station. She also played key strategist in media planning for the 13th General Elections in Malaysia for RTM. She also has vast experience from working abroad, particularly in Deutche Welle, Germany in 1995 and in Radio Australia in 2003, as well as an accredited cross-cultural trainer from Deutche Welle and has conducted multiple media trainings in the Asia Pacific region. As an industry expert, she is consulted by several universities and advises on the media curriculum for communication studies. She truly aims to inspire young people to take media to the next level and into ways of empowering audiences. Her motto is "Always Inspire and give your best shot”.

| Mr. Luke Ho, Deputy Director of the National Cyber Threat Analysis Centre (NCTAC), Cyber Security Agency of Singapore (CSA)
Luke guides all-source research and analysis at the Cyber Security Agency to provide Singapore’s public service senior leadership and political office holders with strategic insights into the digital landscape. Prior to joining CSA, Luke spent 14 years with the National Security Coordination Secretariat (NSCS) of Singapore, where he oversaw research and analysis on counterterrorism, critical infrastructure protection and systems resiliency, as well as emergent national security issues. He previously lectured, emceed and moderated discussions at closed-door events, such as the Asia-Pacific Programme for Senior National Security Officers and the National Security Seminar.
Luke holds a Doctorate, Masters by Research (Distinction), and Bachelor of Science (First Class Honours) in Computing Science from Staffordshire University, UK. He was conferred the Public Administration Medal (Bronze) by Singapore President Tharman Shanmugaratnam in 2023.

Ampuan Shazwi currently serves as Senior Operations Office at Cyber Security Brunei since its establishment in August 2020. Prior to this, he served as Special Duties Officer under the National Security Committee Secretariat, Prime Minister’s Office. Ampuan Shazwi’s background includes 13 years of experience in the field on national security with emphasis on cyber security, border security, aviation security, Chemical, Biological, Radiological and Nuclear (CBRN) security and matters related to law enforcement. In this role, Ampuan Shazwi acts as a linkage and coordinator between CSB with regional and international cyber security initiatives notably with ASEAN related initiatives. His area of focus includes cybersecurity confidence building measures, capacity building efforts and national coordination efforts related to cyber security.

Glenn currently serves as the Senior Officer of Digital Economy at the ASEAN Secretariat, where his responsibilities include overseeing the implementation of key initiatives such as the ASEAN Cybersecurity Cooperation, ASEAN Digital Data Governance Framework, and Digital Innovations. These efforts are specifically geared towards achieving the visions outlined in the ASEAN Digital Masterplan 2025 and supporting the negotiation of the Digital Economy Framework Agreement. Before joining the ASEAN Secretariat, he played a pivotal role from 2015 to 2021 at the Think-Tank, World Wide Web Foundation/Alliance for Affordable Internet (A4AI), where he led data governance, smart cities, and internet policy research programs in the Southeast Asia region.
In addition to his policy expertise, Glenn brings an extensive engineering background in the mobile telecommunication industry. He spent over a decade working in various senior technical roles at multinational companies, including Ericsson and Motorola.
He attended the Executive Program in Digital Leadership at the Lee Kuan Yew School of Public Policy and holds a Ph.D. in Information Systems from the University of Melbourne, Australia.

Daniel Ehrenreich, BSc. is a consultant and lecturer acting at Secure Communications and Control Experts (SCCE) and periodically teaches and presents at industry conferences on the integration of cyber defense with industrial control systems; Daniel has over 32 years of engineering experience with ICS and OT systems for electricity, water, gas, and power plants as part of his activities at Tadiran, Motorola, Siemens, and Waterfall Security. Re-selected as Chairperson for the 8th ICS CyberSec 2023 in Israel on 20-11-2023.

Jitender Prakash is handling the security audit portfolio in Department of Telecommunications (DoT), India and have over 22 years of experience in Telecom and ICT field. Earlier to DoT he was worked in Telecom Regulatory Authority of India (TRAI) and handled matters related to Quality of Service of Telecom and Internet Service Providers. Prior to joining TRAI he has worked in Telecom Service provider for more than 15 years and handled ICT infrastructure and Mobile technologies. Currently, he is dealing with matters pertaining to guidelines and policy framework for security audit of telecom networks, activities related to Telecom Cyber Security Incident Response Team, matters pertaining to policy framework for security of emerging technologies. He is the Deputy-CISO and performs & assists in CISO functions of DoT including issue of cyber security guidelines and advisories to various unit officers of DoT. He is involved in matters pertaining to capacity building in network security, cyber security and departmental security domains.

| Mr. Marwan Ben Rached, ITU Mr. Marwan Ben Rached is a cybersecurity professional with over 15 years of experience in the public and private sectors. He is currently the Cybersecurity Coordinator at the International Telecommunication Union (ITU), where he leads the implementation of the ITU's Cybersecurity projects in various countries around the world. He also engages with and coordinates with international organizations to promote global cooperation in cybersecurity. Marwan holds a master's and engineer degrees in Computer Science from the University of Sousse, Tunisia, and possesses various international certificates in information technology, project management, and cybersecurity.

| Spinu Natalia
As the Director of the European Institute for Political Studies of Moldova (EIPSM), I lead the development and implementation of initiatives related to cybersecurity and international security, in collaboration with various stakeholders from the public and private sectors, international partners as well as academia and civil society. With over 12 years of experience in the field of cybersecurity, I have contributed to the establishment and management of the Cyber Security Center CERT-GOV-MD, where I oversaw the protection and resilience of the national information infrastructure and the provision of cybersecurity services to public authorities. I have also acquired multiple certifications and honors in the domains of cybersecurity, ethical hacking, and business continuity, reflecting my commitment to continuous learning and professional development. My core competencies include cybersecurity strategy and policy, cyber defense and incident response, information security governance and compliance, international and European security affairs, and stakeholder engagement and communication. I am passionate about advancing the cybersecurity and international security agenda in Moldova and the region, and leveraging my expertise and experience to support the EIPSM's mission of promoting democratic values, human rights, and European integration.

Valentina’s efforts are always directed towards developing new approaches that accelerate the transformation towards a digital economy, streamlining corporate innovation practices, boosting the industry’s growth, supporting job-creation partnerships and sustainable investments.

| Mr. Calvin Chan, ITU Mr. Calvin Chan is the Programme Administrator for the ITU's Regional Office for Asia and the Pacific, based in Bangkok. He is currently the cybersecurity focal point for the region, with professional experience on policy issues related to the digital economy, innovation, ICT for development, and trade facilitation. He holds a MSc in Development Management from the London School of Economics.
