| Ms. Atsuko Okuda was appointed as the Regional Director of the International Telecommunications Union Regional Office for Asia and the Pacific in April 2020. Prior to the new assignment, she was the Chief of the ICT and Development Section at the United Nations Economic and Social Commission for Asia and the Pacific from 2015 to 2020, where she promoted the development of regional broadband connectivity through the implementation of the Asia-Pacific Information Superhighway initiative.

| Dasho Phuntsho Tobgay is the Secretary of the Ministry of Information and Communications. Appointed in 2019, he is responsible for policy and regulatory oversight for the 5 departments under the Ministry including the Department of Information Technology and Telecom. Previously he was the Director of the Department of IT and Telecom from 2010-2015, where he was tasked with achieving the government’s vision of “ICT Enabled Knowledge Based Society as the Foundation for Gross National Happiness” and carried out major responsibilities such as: Developing the national ICT priorities and strategies of the government in three areas of Whole of Government E-Gov Master plan, e- Government Interoperability Framework, e-Government System, Whole of Government ICT planning, Promoting the Bhutanese Information Society and Promoting ICT for sustainable Socio Economic Development. Prior to assuming the current role in the Ministry, he also served as the Director General of the Department of Geology and Mines under the Ministry of Economic affairs from 2015 till 2019.

| Dechen Chhoeden is the Dy. Chief ICT Officer with the Department of Information Technology & Telecom. She has been working in the capacity of head of the Bhutan Computer Incident Response Team for the past 2 years after completing her study in Master in Cybersecurity (Business Operations major). BtCIRT is a division under the department providing various cybersecurity services to government agencies and the public.

| Mr. Philip Victor. An award-winning cybersecurity advocate with over 28 years in the field of information technology, Philip Victor has served more than two decades in the cybersecurity domain. A recipient of the Senior Information Security Leadership Award for outstanding contribution in enhancing public-private partnerships globally. His role includes, spearheading Cyber Risk for Critical Infrastructure practice and engagement with the International Telecommunication Union (ITU) and governments. In his previous role working with the United Nations’ (UN) specialized agency, the International Telecommunication Union (ITU), Philip was instrumental in assisting governments globally in enhancing their cybersecurity posture through various initiatives and projects including National Cybersecurity Strategy, Child Online Protection, National Computer Emergency Response Team, Capacity Building and International Cooperation. He is a regular speaker at numerous international conferences, forums and seminars in cybersecurity and has published articles for publications both locally and internationally. He has also been featured and interviewed in international media as a cybersecurity expert and advocate on global issues. Philip sits on Taylor’s University Industry Advisory Panel and serves on the Board of Study for the International Business School at University Technology Malaysia.

| Caroline Troein works at the International Telecommunications Union as a lead researcher, and works on projects related to cybersecurity, artificial intelligence, and digital capacity. At the Fletcher School Digital Planet initiative, she co-created the Smart Societies framework for looking at digital societies, and worked on the Digital Evolution Index, African Leapfrog Index, Digital Trust Index, and Global Cost of Cash. She focused on strategic technologies in the global commons, applying systems analytics and security studies to cyber, space, and maritime questions. She has worked as a consultant on cross-country user technology behavior. She has also worked as a Congressional staffer in the US House of Representatives, where her policy portfolio included technology, space, and cyber issues. She has assisted in high level diplomatic conferences on cyber issues, and is strongly engaged with the cyber and space policy communities.

| Champika Wijayatunga is an experienced Internet technology and Cybersecurity professional currently working as the Regional Technical Engagement Manager for Asia Pacific at Internet Corporation for Assigned Names and Numbers (ICANN), the global body that coordinates Internet's unique identifiers across the world. He represents ICANN in Security, Technical, Law Enforcement and Capacity Building forums primarily in the Asia Pacific region. Prior to ICANN, Champika held managerial, specialist and liaison roles at the Asia Pacific Network Information Centre (APNIC), the Regional Internet Registry for the Asia Pacific. He started his career with IBM Corporation as a technical specialist and later worked in IT industry, academia, research, and training environments. Champika has been regular speaker at various technical and security forums, INTERPOL, Council of Europe etc. and also received a number of excellence awards during his academic and professional careers.
Champika holds a postgraduate degree in Computer Science & Engineering and Professional Education qualifications in Cybersecurity and also served in various technical community groups and committees.

| Ir. Tejinder Singh started his career as an electrical engineer with a major manufacturing plant acquiring many different process related skills. He is the Founder and CEO of Electrinium Technologies, a boutique engineering advisory and consulting services company, operating in a space that intersects energy efficiency, energy management, smart technologies, and cybersecurity. He has worked in many industries, from steel manufacturing to semiconductor industry, from energy contracting to electrical consulting, from telecommunications to academia and ICT. He is also one of the few experts in both the electrical energy and cyber security domains. He is a certified National EnMS Expert by United Nations Industrial Development Organization (UNIDO), a Lead Auditor for ISO 27001, a Six Sigma Black Belt, a HRDF Certified Trainer, a GBI facilitator, a Registered Electrical Energy Manager (REEM) and a Certified Information Systems Security Professional (CISSP). Tejinder graduated with a Bachelor of Science degree in Electrical and Computer Engineering from Tri-State University, Angola, Indiana, USA and also holds a Master’s degree in Embedded Systems Design from University of Lugano, Switzerland. Tejinder is a registered Professional Electrical Engineer with Practicing Certificate (PEPC) with the Board of Engineers, Malaysia (BEM). Tejinder is also a HRDF certified trainer and a NLP trainer.
