WTDC preparatory work and base documents to consider for key WTDC proposals:​

Background

An extensive preparatory process, including six RPMs, three IRMs, and through three TDAG Working Groups (TDAG-WG-Prep​, TDAG-WG-SOP, and TDAG-WG-RDTP​) has taken place to discuss key issues prior to WTDC. Based on the outcomes of this preparatory process, a number of document were discussed and reviewed:


WTDC Resol​​ution 1 : Rules of procedure of the ITU Telecommunication Development Sector

During the work of WG-RDTP, several proposals for revision of Resolution 1 were submitted. The partial revision of Resolution 1 by WG-RDTP has been published as a proposal in CPI.

The original Resolution 1 (WTDC-17) will serve as the base document for further proposals in CPI.


WTDC Resol​​ution 2: Establishment of study groups

A revised set of Terms of Reference​ based on the current structure of the Study Groups has been submitted by the TDAG chairman to WTDC-21 (Annexes 1 and 2 to Document WTDC-21/5) for member states and RTOs to consider as base texts, instead of the WTDC-17 ToRs.


WTDC Action Plan

​The latest draft of the WTDC Action Plan evolved through three key phases of the preparatory process, and is the final result of the work from:
  1. ​TDAG Working Group on Resolutions, Declarations and Thematic Priorities (TDAG-WG-RDTP);
  2. TDAG Working Group on Strategic and Operational Plans (TDAG-WG-SOP);
  3. Work completed by the TDAG drafting group in November 2021 on the definition of outcomes; and
  4. Integration and streamlining of the goals and thematic priorities following a Results-based Management (RBM) approach to fully align the Action Plan with the draft ITU Strategic Plan for 2024 to 2027.


​The latest draft Action Plan was presented to IRM-3 in March 2022. Participants agreed that the secretariat should:

  • provide final adjustments to the document to reflect the discussions in the Council Working Group on Strategic and Financial Plans (CWG-SFP) which was on 20 March 2022,
  • make the revised version available to the Membership as contribution to the conference for further discussions at WTDC


The latest version of the Draft Action Plan is currently submitted as a contribution from the BDT Director to the conference (Document 8).

An information document has been submitted to provide clarifications on the process that resulted in the elaboration of the Draft Action Plan as well as details on the structure and content of the plan itself ([1]  WTDC Action Plan and alignment with ITU Strategic Plan (2024-2027)).

The Action Plan agreed at WTDC would then serve as the ITU-D contribution to the ITU Strategic Plan for 2024 to 2027 and would be submitted to the 2022 ITU Plenipotentiary Conference.

WTDC Declaration

The working draft of the WTDC Declaration was prepared by the Chairman of the TDAG Working Group on WTDC Resolutions, Declaration and Thematic Priorities (WG-RDTP), incorporating membership views expressed during the meetings of the Working Group. TDAG-22/2 agreed that the draft will serve as the base document in the Conference Proposals Interface (CPI) for further proposals and refinement by ITU Member States in preparation for WTDC. The CPI base document reproduces the text of the version agreed by TDAG-22/2, and is published as the Draft WTDC​ Declaration​


To facilitate further regional discussion on proposals, IRM-3 presented a compilation of all regional proposals to Resolutions and SG Questions. This document will be updated regularly to provide information on regional proposals and discussions.

Guidelines for the presentation of proposals

Proposals should be prepared and submitted via CPI.  The baseline texts for Regional Initiatives, Resolutions, Recommendations and Study Group Questions are the texts in the WTDC Final Report.  In the case of the Declaration and the Action Plan, the baseline texts will be those endorsed by TDAG-21.  The sequential numbering system should be used to identify the particular provision to which the proposal is related.  In case a Member does not want to use CPI, a WTDC template for proposals are available here ​in the six languages.

Member States should begin their proposals with a short summary of their views on each item and indicate the priority areas. This should be followed by detailed proposals, with each proposal being followed by a brief statement of the reason for the proposed change.​

Proposals should be submitted by focal points of Administrations of ITU Member States or of Sector Members via CPI or by e-mail to the WTDC secretariat at wtdc.documentcontrol@itu.int . The ITU standard format is MS Word for Windows.

On the basis of the contributions received by the deadline, BDT will allocate the documents based on the topics identified by the submitting administration in order to facilitate discussion at WTDC.

The main purpose of these guidelines is to enhance the timely processing for distribution as well as coordination of proposals submitted by membership and thus to facilitate the work of the Conference. These guidelines, if followed by membership, will enable the secretariat in ITU Headquarters to carry out its work in a more efficient and effective manner and avoid extra costs with respect to the budget of the Conference.

 

Standards of presentation

​These standards of presentation should be adhered to as far as possible. In addition to providing a common approach to submitting contributions, CPI will also provide a fast-track to the processing of the input documents by reducing the reformatting of the contributions. Contributions not submitted through CPI may result in delays in their processing and posting.

Symbols to be used

  • ADD Proposal to add new text 
    i.e. a draft new WTDC Resolution or Recommendation, Study Group Question, Regional Initiative, Action Plan or Declaration. You may NOT apply ADD at a lower level, as that would be considered modifying existing text and MOD would then apply. 
    Note: No "track changes" should be used.
  • ADD* Proposal to add existing text from elsewhere 
    Note: it is necessary to reproduce the texts carrying the symbol (ADD*).
  • MOD Proposal to modify an existing provision (modify) 
    i.e. adding, deleting or replacing words or figures. 
    Note: To modify the text, "track changes" should be turned on (Deleted text should appear as strikethroughand added text should appear as underlined).
  • (MOD) Proposal to amend a text, from an editorial point of view 
    Note: To modify the text, "track changes" should be turned on (Deleted text should appear as strikethroughand added text should appear as underlined).
  • SUP Proposal to delete a provision (suppress) 
    To be used only at the provision level, as is the case with ADD. 
    Note 1 - It is not necessary to reproduce texts carrying the symbol SUP. 
    Note 2 - Where text is to be deleted from within a provision, the symbol MOD should be used.
  • SUP* Proposal to transfer text elsewhere 
    Note: it is not necessary to reproduce texts carrying the symbol SUP*.
  • NOC Text for which no change is proposed 
    This symbol may be used to clarify that no proposals are made with respect to texts carrying this symbol. 
    Note: It is not necessary to reproduce texts carrying this symbol.
  • NOC Proposal for a text to be maintained without change 
    This symbol may be used together with a proposal number to emphasize that a particular provision or provisions should remain unchanged. 
    Note: The reasons should be provided.

 

Processing of texts by BDT​

​​If not yet done by the Member, BDT will annotate the individual proposals with index numbers composed as follows: 

ABC/25/3 
where ABC is the symbol of the country, that is the author of the proposal (according to the Preface to the International Frequency List), 25 is the number of the document in which the proposal is published and 3 is the serial number of the proposal within that document.

WTDC​​ Documents

In line with Decision 5 (Rev. Dubai, 2018), the World Telecommunication Development Conference was conducted in a paperless manner. No paper copies of documents were provided. WTDC documents were published on the Conference website in accordance with the ITU Information/document access policy , as adopted by the 2016 Session of Council.

Prepare and submit your ​proposals

The electronic tool Conference Proposals Interface (CPI) to facilitate preparation and submission of the proposals is now made available to membership to prepare and subm​it their WTDC proposals.

As from 30 November 2020 , and in order to allow membership to review existing texts during the WTDC preparatory process, a reduced version of Conference Proposals Interface (CPI) has been made available. Membership are able to download duly formatted Word files in the six languages for the following texts: Declaration, Regional Initiatives, Resolutions, Recommendations and Study Group Questions, to prepare and submit proposals for WTDC-21.​​​ ​​
