{"id":74,"date":"2021-11-03T13:26:48","date_gmt":"2021-11-03T13:26:48","guid":{"rendered":"https:\/\/www.itu.int\/wrc-23-gutenberg\/?page_id=74"},"modified":"2023-06-28T09:18:31","modified_gmt":"2023-06-28T08:18:31","slug":"about-wrcs","status":"publish","type":"page","link":"https:\/\/www.itu.int\/wrc-23\/about\/about-wrcs\/","title":{"rendered":"About WRCs"},"content":{"rendered":"<div class=\"ituContainer\">\n<h2 class=\"wp-block-heading\" id=\"world-radiocommunication-conferences-wrc\">World Radiocommunication Conferences (WRC)<\/h2>\n<\/div>\n\n<div class=\"ituContainer\">\n<p class=\"wp-block-paragraph\">World Radiocommunication Conferences (WRC) are held every three to four years to review, and, if necessary, revise the <a href=\"https:\/\/www.itu.int\/en\/myitu\/Publications\/2020\/09\/02\/14\/23\/Radio-Regulations-2020\">Radio Regulations<\/a>, the international treaty governing the use of the radio-frequency spectrum and the geostationary-satellite and non-geostationary-satellite orbits. Revisions are made on the basis of an agenda determined by the&nbsp;<a href=\"https:\/\/www.itu.int\/en\/council\">ITU Council<\/a>, which takes into account recommendations made by previous world radiocommunication conferences. The general scope of the agenda of world radiocommunication conferences is established four to six years in advance, with the final agenda set by the ITU Council two years before the conference, with the concurrence of a majority of Member States. Under the terms of the&nbsp;<a href=\"https:\/\/www.itu.int\/pub\/S-CONF-PLEN\/en\">ITU Constitution<\/a>, a WRC can:<\/p>\n<\/div>\n\n<div class=\"ituContainer\">\n<ul class=\"wp-block-list\"><div class=\"ituContainer\">\n<li>revise the Radio Regulations and any associated Frequency assignment and allotment Plans;<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li>address any radiocommunication matter of worldwide character;<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li>instruct the&nbsp;<a href=\"https:\/\/www.itu.int\/en\/ITU-R\/conferences\/RRB\">Radio Regulations Board<\/a>&nbsp;and the&nbsp;<a href=\"https:\/\/www.itu.int\/wrc-23\/radiocommunication-bureau\/\">Radiocommunication Bureau<\/a>, and review their activities;<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li>determine&nbsp;<a href=\"https:\/\/www.itu.int\/pub\/R-QUE\/en\">Questions<\/a>&nbsp;for study by the&nbsp;<a href=\"https:\/\/www.itu.int\/en\/ITU-R\/conferences\/RA\">Radiocommunication Assembly<\/a>&nbsp;and its&nbsp;<a href=\"https:\/\/www.itu.int\/en\/ITU-R\/study-groups\">Study Groups<\/a>&nbsp;in preparation for future Radiocommunication Conferences.<\/li>\n<\/div><\/ul>\n<\/div>\n\n<div class=\"ituContainer\">\n<p class=\"wp-block-paragraph\">On the basis of contributions from administrations, \u200bthe Radiocommunication Study Groups, and other sources (see Article 19 of the Convention (Geneva, 1992)) concerning the regulatory, technical, operational and procedural matters to be considered by World and Regional Radiocommunication Conferences, the&nbsp;<a href=\"https:\/\/www.itu.int\/en\/ITU-R\/study-groups\/rcpm\/Pages\/cpm-23.aspx\">Conference Preparatory Meeting (CPM)<\/a>&nbsp;shall prepare a consolidated report to be used in support of the work of such conferences.<\/p>\n<\/div>\n\n<div class=\"ituContainer\">\n<h2 class=\"wp-block-heading\"
