In some cases it might already be too late or too costly to cope with the impact by improving the hardware, e.g., by making various social infrastructures physically strong, resilient and highly durable. It is therefore extremely important to make the best use of ICTs in saving human lives and minimizing social damages and difficulties. Description of ITU‐T Recommendation L‐series on how information and communication technologies (ICTs) can adapt to the effects of climate change. This Recommendation describes how information and communication technologies (ICTs) can adapt to the effects of climate change. It will provide a set of guidelines, requirements and best practices to be referred to during operation, maintenance, upgrade and improvement of existing infrastructure and when planning, designing and constructing ICT projects, goods and services to adapt to the effects of climate change. 2.6.2 Recommendation ITU‐T L.1501 This Recommendation deals with how countries can utilize ICTs to adapt to the effects of climate change. It provides a framework for countries to integrate ICTs into their national strategies for adaptation to climate change. The Recommendation also provides a checklist as an instrument for policy makers to ensure that they have the necessary pre‐requisites to adapt the suggested framework in their national legislations, and enabling them to assess the adoption and implementation of the framework. Framework for ICTs and climate change adaptation The Recommendation provides the multi‐level framework for ICTs integration in Climate Change adaptation for countries to integrate ICTs into their national climate change adaptation strategies.
