Recent studies have indeed demonstrated a positive impact of broadband infrastructure on economic growth in emerging countries. But in some emerging countries the goal of universal access is actually receding as the relatively well-off pockets in rural areas get served leaving large underserved regions which will require new policy frameworks and business models.
