One consistent message to emerge from the regulatory sessions was that solutions need to be crafted for local market conditions — what works in one market may not suit another. The bottom line is that regulation needs to become more dynamic if it is to safeguard the end user while also stimulating innovation through investment. To achieve this, the industry needs to move beyond adversarial relationships towards a more productive consensus between operator, government and regulator.
