Much can be made of ICT’s role enhancing individual sectors and providing economic stimulus, but an awareness of its limits is also important. As one panellist in the session on ICT as a transformational infrastructure of infrastructures observed, there are more fundamental issues to be tackled. In emerging markets, for example, respect for property rights and the simplification of business practices are still often lacking. Even the view of ICT as a homogeneous industry itself may be mistaken, given that it already pervades to some extent all sectors and all levels of end user.
