In the financial crisis, it can be the one that will trigger the first wave of new jobs. This industry is based on innovation. In the climate change, everyone un-derstands now the importance of ICT from observation of the planet to moni-toring and to finding solutions as alternatives to high energy consuming and high green gas emission, other solutions. New elements Mr Zhao highlighted that Telecom World 2009 has introduced many new ele-ments. This is the first time the a Head of State programme was included, and it was attended by 7 Heads of State and heads of government and also together with the U.N. Secretary‑General, with 4 heads of U.N. agencies (IMO, WIPO, WMO and the UPU ) and one Assistant Director general of UNESCO.
