In fact these software, hardware and user-related technological vulnerabilities have been the topic of serious discussion for years. Unfortunately, to date, after countless initiatives and consultations, there still has not been enough prog-ress toward creating an effective and sustainable global system for responding to cyber-crime and cyber-threats. This is mainly due to: 1. A lack of proper incentives (or liability) for technology and software pro-ducers to integrate security elements, which are essential for the protec-tion of the consumer. 119 Forum Summary Report
