ITU Telecom World 2009 In Review 2009 Geneva 5-9 October Speakers then outlined how their countries or organizations have acted in the face of crisis. Thanks to a combination strong policies in favour of R&D, technology and ICT and a cumulated 2005-201 budget of 8 billion Euros- a strong leverage in any crisis- that has been allocated to the development of ICTs, Spain did not feel the crisis as badly as others. Highlighting the importance of learning to work together in the face of crisis, Cisco outlined how it has built many successful public private partnerships, such as in cooperation with UN across 2.8 million students from 165 countries or through strong support of government leadership in disaster situations such as in China after the earthquake, where 45 million dollars were committed. The importance of a common underlying vision and a differentiated strategy was stressed. Other crucial factors are multi-phased implementation over 3-5 years, well-defined roles and responsibilities, skilled program management and leadership at the top to make things happen. Ericsson stressed the importance of cooperation among all stakeholders to support growth in ICTs. From the 4 billion mobile phones and 500 million broadband connections in use in the world today, some 50 billion people could be accessing applications over the next decade. Serious efficiency, in combi-nation with sustainability are critical success factors. Regulations based on a clear understanding of unintended consequences of public private collabora-tion are likely to prepare the ground for a more effective political and economi-cal stability. WIPO has a key role to play in our ICT ecosystem, thanks to its dealings with content creation and generation. The current copyright model is under se-vere stress, with some 40 billion music files shared illegally over peer-to-peer networks each year. Partnerships between ICTs (distribution channels) and content providers are ever-more critical – for example in order to place respon-sibility and liability on distributors like ISPs by bringing them into the value chain of creative content production. 52 Forum Summary Report
