There has long been a need to find new ways of sharing spectrum and, with a future dominated by mobile broadband and consumer video, addressing this challenge is now paramount. Attention is now focused on the use of lower frequencies for mobile broadband networks to provide wider coverage in rural areas and improve indoor penetration in urban areas. The availability of “digital dividend” spectrum resulting from the migration from analogue to digital terrestrial TV is a once-in-a-lifetime opportunity – but an opportunity that is by no means certain to materialize, given other demands on this spectrum.
