PROGRAMME HEADS OF STATE ITU TELECOM WORLD 2009 will bring together Heads of State and Govern-ment from the 191 ITU Member States for a follow-up dialogue on the socio-economic objectives and goals of the World Summit on the Infor-mation Society (WSIS). This exchange of ideas will take place with the participation of governments from around the world, which are developing economic stimulus packages to ensure a rapid economic recovery. CLIMATE CHANGE AND EMERGENCY TELECOMMUNICATIONS Monitoring and combating climate change to redress the damages caused by greenhouse gases require investments in ICT infrastructure and serv-ices.
