– 86 – (3.2 – Council) ANNEX Mandate, composition and work methods of the MBG 1. Mandate The MBG will provide advice and guidance to the elected officials regarding the implementation of the strategic and operational plans, biennial budgets, the decisions of Council, the completion of projects detailed in Resolution 1243 and Results Based Management (Res. 151, Antalya 2006). 2. Composition 2.1 The MBG will be open to all Member States of Council. 2.2 The MBG, meeting in plenary, will decide on the need to establish ad-hoc group(s) open to all Member States of Council to work with the elected officials and/or their representatives; participation of delegates with expertise in the specific matters under discussion in any such group(s) should be encouraged. 2.3 Observer Member States of Council may attend plenary meetings of the MBG, in which case their attendance shall be on the basis of the application of the relevant texts, including the Rules of Procedure and Decisions of Council, with respect to participation of Observer Member States. 3. Work methods 3.1 The MBG work programme, in addition to projects carried-over from Resolution 1243, should be designed in consultation with the members of the MBG and the elected officials and should be focused on the matters mentioned in 1 above. 3.2 All reports, including those prepared as inputs to meetings, taking into account all views, will be prepared and circulated in a timely manner to MBG members, as well as to the ITU elected officials. 3.3 In the interim between scheduled meetings, where necessary, the Chairman of the MBG should be available in Geneva for discussions with the Secretary-General, Directors of the Bureaux and/or their representatives. 3.4 Electronic work methods will be used to the fullest extent possible, including for purposes of discussions. 3.5 The quality and amount of information posted on the MBG website should be enhanced to focus on providing overall high-level guidance and feedback to the secretariat, as well as feedback to the membership with respect to strategic priorities, objectives and measurement methods. 3.6 The MBG will hold one plenary meeting annually between ordinary sessions of the Council, open to all Member States of Council, normally in conjunction with other ITU meetings. 3.7 The MBG, meeting in plenary, will determine by consensus the need for one additional plenary meeting per year. 3.8 The MBG will liaise, as appropriate, with other working groups of Council, in particular the Group on the Financial Regulations.
