Advanced university degree in telecommunications or science, mathematics or physics or related field (economics, law or administration), OR education in a reputed college of advanced education, with a diploma of equivalent standard to that of an advanced university degree in one of the above fields. A first university degree in one of the above fields in combination with qualifying experience may be accepted in lieu of an advanced university degree in the case where no suitable candidate with an advanced degree is identified. 2 At least 20 years of experience in increasingly responsible positions in the field of telecommunications, including extensive managerial experience. 10 years of this experience should be at the international level. 3 Excellent knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) and very good knowledge of a second language. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries.) Competencies: 1 Substantial experience with the work of the ITU-T and established reputation in that area. 2 High level of negotiating skills. 3 Ability to identify key strategic issues, opportunities and risks and to formulate and take responsive initiatives. 4 Reliability and commitment to timely delivery of high quality outputs and to achieving ITU-T goals. 5 Ability to build up teams and motivate and achieve effective teamwork. 6 Ability to draft and write in a clear and concise manner and to communicate effectively orally. 7 Ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
