Mr. Osorkhuu Battogtokh, Vice Chairman of the Communications Regulatory Commission It is indeed our great honor to attend the ITU’s Plenipotentiary Conference in Guadalajara, the pearl city of Mexico. On behalf of the Government of Mongolia, I would like to thank the Government of Mexico and the Ministry of Communications and Transportation of Mexico for hosting this conference by being committed to the world nations to gather together for making the ITU’s mission dedicated to bring the benefits of ICT to all the world’s inhabitants a reality. As Mongolia is marking its 90th anniversary of the modern communications development in 2011, and although our country’s first communication system as known “the Horse relay” has 775 years back history, the Government of Mongolia keeps to maintain the ICT as one of the most promising sectors of Mongolia. Given this importance, efforts have been taken to increase network capacity and overall national internet band-width, to reduce tariffs and costs, to achieve objectives for universal access and computerization for all and to establish national data center due to successful imple-mentation of the national program “E-Mongolia”. Mongolia has made considerable progress in develop-ing its information and communications infrastruc-ture in recent years, particularly in the availability of modern basic service and cellular services. The number of cellular subscribers grew from 1800 in 1996 to 2, 2 million in 2010, and the mobile telephony density per 100 inhabitants reached 82. 2%. Eventually, not only the basic services, but also ICT have penetrated into almost all sectors of the economy and society of Mongolia.
