Chairman, On 19 September 2010, New York- the ITU Secretary –General Dr. Hamadoun Toure challenged global lead-ers to ensure that more than half of all the world’s peo-ple have access to broadband networks by 2015. This challenge presents an enormous task to all of us in that accelerated actions are necessary to close the gaps in broadband network accessibility and afford-ability where such gaps are glaring.
