With this programme we expect to see a further increase in the uptake of mobile services to reach 10 million sub-scribers by mid 2011. Internet services and other value added services in these designated underserved areas are provided through the post office infrastructure. Mr Chairman these developments have not been with-out challenges. With the advent of convergence in tech-nology and services there is a greater demand for the strengthening of regulatory authorities particularly in the developing world. Cybersecurity issues continue to dog the policy makers, regulators and operators alike. We look up to the ITU to continue to provide techni-cal and human resources expertise to our regions to assist in the development of robust policy, legal and legislative instruments. In addition the demands for the management of climate change for the benefit of our peoples and nations through the use of ICTs, the timeous implementation of the digital broadcasting migration programme and proper, efficient and ef-fective management and utilisation of the frequency spectrum cannot be over emphasised. Zimbabwe like other members of the ITU family depends on finding workable solutions through the ITU structures. We appreciate the support the ITU has given to Zimbabwe under the Emergency Telecommunications Disaster Management program in October 2009 to March 2010. We further commend the support the ITU and the international community provides through our regional organisations and encourage the contin-ued support of these regional bodies. Finally, my country and other members of the SADC region look forward to the full re-establishment of the ITU SADC regional office in Harare soon. I THANK YOU 185
