The people of Guadalajara have touched our heart with their warmth and friendship. We also thank the Government of the Republic of Korea for their offer to host PP-14. I take this opportunity to recognize the commitment and hard work of Dr Hamadoun Touré, Secretary General of ITU and all his colleagues. Indeed, under Dr. Touré’s able leadership, ITU has turned into a more efficient and responsive organisation. In a fast changing world of technology, our expectations of ITU are many. As members and stakeholders, it is upon us to give the Union the means to deliver the results we expect from it. This Conference gives us the occasion to chart the way forward for the organsiation in the next five years. We must be bold and innovative in our vision for the Union. Our efforts should aim at promoting inclu-sive policies based on a human-development approach. The draft Strategic Plan for 2012–2015 recognizes the need for further strengthening the development di-mensions of ITU’s work. We support the result-based approach of the Strategic Plan, and underline the need for customized inputs and services for countries at the lower end of development. Under the dynamic leadership of our Hon’ble Prime Minister Sheikh Hasina, the people of Bangladesh have found a new sense of purpose to build 180
