Honorable Patrick Tammur, M.P Minister for Communications and Information It is an honor to address this Conference on behalf of the Government of Papua New Guinea. We wish to thank our hosts, the Government of Mexico and its people, who have greeted us with great warmth and hospitality. We would also like to congratulate you, Mr. Chairman, on your election. ICT is proving to be creating new economic opportuni-ties and has the potential of transforming every facet of human life. These technologies can bring political, social, cultural, educational and commercial achieve-ments to all. Whilst it is the responsibility of all govern-ments to ensure that their domestic polices foster an enabling environment conducive to the deployment of these technologies and to ensure the ability of its citi-zens to access and use them, the international com-munity is equally responsible to ensure that all citizens of the world equally share and have access to these technologies. This conference will address these issues and decide on the Union’s leadership and make policy decisions to guide the Union in its work. The ITU must be con-gratulated for the successful completion of the World Telecommunications Development Conference in India in May this year, where it reaffirmed its commitment to ensure that ICT continues to improve and benefit humanity. Noting that more than half of the world’s population is still struggling to get access to basic telephony, the WTDC 2010 theme must become the driving force behind ITU’s new leadership and policies. PP2010 will need to explore how ICT can be better de-ployed Thank you, Mr. Chairman; Mr. Secretary General; Honorable Ministers; Excellencies; Distinguished Delegates; Ladies and Gentlemen; for the betterment and realisation of the fruits of an Information Society for all. 146
