Honorable Minister Mr. Kenneth A. KEDI Minister of Transportation and Communications It is our great honor and esteemed privilege to be able to join this important Plenipotentiary Conference. With our global commitment in the battle against climate change and sea level rise, and harnessing the ICT as the instrument to study climate change, the RMI joins the global effort in achieving the Millennium Development Goals (MDGs), specifically the Broadband Committee that will focus on the unique needs of Small Islands Developing States. The RMI is a very young nation, we need to develop our science and technology sector to avail ourselves of the immense opportunities from the continued advance of information and technology in a coordinated and cost effective manner. We had also impressed in our educational system on the imperative need to estab-lish computer laboratories in all our schools as a first step in adapting the mindsets of our young generation towards ICT. The vast distance between our inhabited islands with scarce population is a big challenge for us. The RMI is fortunate that the first remote ICT telecenter located in Likiep Atoll was organized by the Union, and that Mejit Atoll is the testing ground for the “Femto Cell Technology” through the “Asia Pacific Telecommunity Extra Budgetary Contribution Japan”. Our scarce natu-ral Mr. Secretary General; Mr. Chairman; Excellencies; resources are not enough to develop our Information Ladies and Gentlemen; I bring you warm greetings of Yokwe from the low lying humble shores of the Republic of the Marshall Islands (RMI) in the Pacific Ocean on behalf of His Excellency President Jurelang Zedkaia, the Government, and the people of the Marshall Islands. It has been more than fourteen years since the Republic of the Marshall Islands (RMI) joined the Union. and Communications Technology infrastructure. We cannot ignore the needs of our young generation and deprive them from the benefits of ICT. Solution rests in our ability to better educate our children to prepare them for the study of science and engineering in college and beyond. Most of the Marshallese women have very limited awareness about ICT so as Marshallese with special needs. The One Laptop Per Child is only read in magazines but only a small number of children are aware of it. In the past up to the present, we have what we call “Kemem” to celebrate the first birthday.
