Mr Moshe KAHALON Minister of Communications (MICT) Our fixed-line market is about to make the transition from facility-based competition to a wholesale market, where the two infrastructures’ companies will share their networks with other services providers. This way, new players can compete and succeed thanks to their service offerings, regardless of whether they have their own network or not. By removing the last barrier to a competitive market, consumers will enjoy its benefits. One of the factors enabling this transition is the current deployment of the new NGN and Doxis 3 networks. In addition, just recently the Israeli Government resolved to deploy FTTH network to all households throughout Israel by a new subsidiary of the Electric Company and private investors. These networks should resolve a weakness of Israel’s telecommunications market to date - the relatively low data throughput. Now, I would like to address the issue which has lately become ITU’s top concern, and that is the promo-tion Mr. Chairman, It is my honor to address this conference on behalf of the Government of the State of Israel. I wish to thank the government and the people of Mexico for their warm hospitality and to congratulate you on your 200 years independence. of a global information society, accessible to all. Israel commends the persistent and extensive activi-ties of the ITU to promote development and to ensure progress towards a global information society. Of course, today’s information society creates not only opportunities but also many new concerns and challenges that must be addressed. One such chal-lenge, which Israel considers as most important, is the issue of online security, and more specifically, the challenge and duty of protecting children in the Cyberspace. In this context, I would like to compli-ment ITU promotes international cooperation in the field of telecommunications and a global information society. Those are very important goals.
