Monday, 4 October Ghana In similar vein, the Ghana delegation calls on the Conference to spare a moment and empathise with the victims of the several disasters that occurred in this year of the Plenipot. We solidarise with the: • the families of the mine disaster in Chile, • the flood disaster victims in Pakistan, India and oth-er Gateway infrastructure and the contributions of the serv-ice providers realised from the termination of internation-al in-bound telephone traffic for national development. In compliance with the Resolution of Antalya to phase out analogue diffusion of radio and television signals by the due date of 2015, Ghana has commenced the migration from analogue to digital transmission of ra-dio countries in West Africa, including Nigeria, Niger, and television and intends to operationalise this by and Chad, • the Caribbean Drought in February, • the terrible floods of Poland and Eastern Europe, • the earthquake victims of Haiti, New Zealand, China and other areas, • the victims of the Cyclones in the Southern Pacific, • the victims of the Guatemala landslides, and indeed, in all the emergency situations the world experi-enced the end of next year. With regard to issues of the environment, Ghana has de-veloped through stakeholder collaboration, far-reaching guidelines for the deployment of communications tow-ers in the country. The stakeholder consultation is also being employed to address the issues of Climate Change and the environment. I must say that this is one area that the involvement of the ITU would be required to help im-press on the capacity of ICT to help minimize the emis-sion of greenhouse gases, and help save our planet. this year. Mr. Chairman, Distinguished Delegates, Ladies and Gentlemen, While we commend the leadership of the Secretary General and his officers for the accomplishments, we also call for the cooperation and involvement of all coun-tries We note the disruptions of Volcanic Ash, the wild fires of Central Russian city of Voronezh and the hurricanes of the Atlantic and contend that if the capacity of ICT was not adequate to predict and prevent these disasters, then it should be clearly manifested in the relief efforts. Mr. Chairman, we accept that it is the responsibility of this Conference to sustain the awakened hopes and aspirations of the peoples of the world. The time for the realization of the Millennium Development Goals is drawing near and the challenge of the Information Society remains to be accomplished. We dare not dis-appoint, to help consolidate the positive gains of the ITU. In this endeavour, that Ghana wishes to reassure this conference of our readiness to contribute our quota, and together with other members, help empower the ITU to expand and review its objectives to maintain its leader-ship role in the technology changing environment. and the ITU demands our collective support. Ghana remains an active and committed member of the ITU and would be honored to serve on the Council for the period 2010 to 2014, with the kind support of this Plenipotentiary Conference. Mr. Chairman, before I end my statement, I wish to ex-press Mr Chairman, we wish this conference great success in all its deliberations. Thank you for your kind attention.
