See Joong CHOI Chairman, Korea Communications Commission(KCC) It is a great privilege on behalf of the Republic of Korea to stand before you at this Conference. First and foremost, I would like to render my sincere appreciation to the government of Mexico and the ITU Secretariat for the successful opening of the 2010 Plenipotentiary Conference. I would also like to extend my congratulations to Chairman Fernando Borjon Figueroa on being elected as Chairman. The ITU, since its foundation in 1865, has served as an international organization that became a global focal point for governments in driving the development of information and communication technology. Korea has fully recognized ITU’s significant role and ac-tively participated in ITU activities to grow alongside the organization. In the 1950s when Korea first joined the ITU, it was one of the poorest economies in the world. However, Korea was able to achieve remarkable economic growth, thanks to the vigorous effort expended by the Korean people for educational and economic development, government policies that sparked energy and creativ-ity in the private sector, and cooperation and support from ITU and the international community. During the course of these endeavors, we are proud to say that the field of ICT has played a pivotal role in economic development. Thank you, Mr. Chairman. ICT does not only facilitate information exchange and enhance work efficiency, but also promote emotional connection, leisure activities along with playing a criti-cal Mr. Secretary-General, Honorable Ministers, role in the overall socio-economic development. All Distinguished Delegates, this, in turn, contributes to improving the quality of life. Smart phone, smart TV, 3D-TV. In order for these Ladies and Gentlemen. 20
