– 164 – (7.2 – Other miscellaneous matters) ANNEX (to Resolution 1243) Revised mandate, composition and working methods of the New Council Oversight Group 1 Mandate a) To oversee the implementation of the projects listed in this Resolution. b) To review the remaining projects identified for future action by NCOG including those relating to business processes and reported in Document C05/37, section IV, phase 1, c), and to prepare a plan of action to be submitted to Council 2006. c) Should external resources be required, the Group should ensure that the required procurement is carried out according to standard competitive international bidding processes, conducted through the Contracts Committee and in conformity with Service Order No. 13, and subject to Internal and External Audit. 2 Composition a) The New Council Oversight Group shall comprise representatives of the Member States of Council with expertise in management of financial and information systems. The NCOG should be limited in number, with two representatives per region. Each region should nominate its representatives during the Council Session. b) To ensure continuity with previous work, the NCOG shall additionally include the Troïka of the Council as well as the Chairman of the former GoS, the Vice-chairmen of the former NCOG and the Chairman of the Finance Committee (or their designated representatives). The Group shall elect a Chairman and two vice-chairmen from among its members. 3 Working methods a) The New Council Oversight Group will work by electronic means, as well as physical meetings, when necessary, at ITU headquarters (to be complemented by web and teleconference facilities). Insofar as possible, NCOG meetings would be held in conjunction with other scheduled meetings of the Union. b) The Group shall work in close cooperation with the ITU Coordination Committee and ITU staff as assigned by the Secretary-General. c) The Group shall liaise with the Council Groups on the elaboration of the draft ITU Strategic Plan and the draft Financial Plan and on the Financial Regulations, and related financial management issues, as appropriate. d) The chairman of the NCOG shall inform Member States of Council of the progress of the projects through periodical reports.
