– 129 – (5.3 – ITU-T) R 1302 (C09) Four-year rolling Operational Plan for the Telecommunication Standardization Sector for 2010-2013 The Council, recognizing the provisions of Article 14A and Article 15 of the Convention, having considered the draft four-year rolling Operational Plan for the Telecommunication Standardization Sector for the 2010- 2013 (see http://www.itu.int/council/C2009/pd/014detailed.doc), having also considered the need for the Director of the Telecommunication Standardization Bureau to have some flexibility in the implementation of the four-year rolling Operational Plan so as to take into consideration any changes that may occur during the interval between two Council sessions, resolves to approve the four-year rolling Operational Plan for the Telecommunication Standardization Sector for 2010-2013 to undertake the Sector’s activities. D 542 Online access to ITU-T Recommendations (C06) The Council, noting a) the actions taken by Council 2000 to allow limited free online access to ITU-T Recommendations (see 2.12 and 2.13 of C2000/97 and the referenced document C2000/46; and the follow-up report at 92-95 of C2001/35), b) that these actions were reported to PP-02 in paragraph 35 of PP02/36, and the Conference noted them (see 4.7 of PP-02/132), c) numerous requests made by Member States and Sector Members with respect to increasing free online access to ITU-T Recommendations; further noting a) that there appears to be a general trend towards free online access of telecommunications-related standards, b) the strategic need to increase the visibility and easy availability of the outputs of ITU-T, c) that the exact impact on revenues of free online access to ITU-T Recommendations cannot be accurately estimated at this time; decides 1 to allow free online access to ITU-T Recommendations to Member States, Sector Members, and Associates, from all Sectors, as of 1 January 2007 for a trial period from 1 January 2007 to Council-07,
