– 42 – (1.2 – Other finance matters) recognizing that it is necessary to guarantee the effective participation of the developing countries, particularly the Least Developed Countries, both in the preparatory process and in the Executive Secretariat, decides 1 to include the amounts indicated in Annex 1 within the draft ITU Financial Plan 2004 – 2007 as an ITU contribution to the preparations for the Summit, 2 to endorse the creation of a Special Trust Fund for the voluntary contributions in relation to the Summit, in reply to the UNGA Resolution, 3 to authorize the initial transfer of CHF 2.5 million to the Special Trust Fund from the Exhibitions Working Capital Fund, and further amounts in discrete trenches in compliance with the conditions specified below, in accordance with Article 19 of the Financial Regulations, of amounts up to a total of CHF 5 million for each phase of the Summit, as an interest-free loan to meet the costs and the expenses of the Summit as detailed in Annex 2, on the following conditions: a) these loans will be repaid by the Special Trust Fund, as and when the amounts become available, b) that it will not affect the annual scheduled transfers to the TELECOM Surplus Fund, c) that all relevant provisions of the ITU financial regulations are applied to the management of the Special Trust Fund, and that it be subject to an annual audit by the external auditor of the ITU and a report be presented to the Council, d) that continuation of this loan facility is subject to review by the Council at each Council session, e) each draw on this facility shall be accompanied with a document identifying the following: 1) the amount requested, 2) a detailed statement, describing the intended uses of the funds, instructs the Secretary-General 1 to continue to engage in fund-raising efforts, by inviting financial contributions to the Special Trust Fund from: – all relevant United Nations bodies, – other intergovernmental organizations, including international and regional institutions, – voluntary contributions from Member States and Sector Members, – non-governmental organizations, – civil society and – the private sector, 2 to inform Council regularly on the results of the fund-raising efforts, and to prepare a report to the Plenipotentiary Conference; 3 to provide to the PrepCom in July 2002, a proposal to establish a Budget Committee for the WSIS; 4 to inform the Council of the cost of providing the loan from the Exhibitions Working Capital Fund and of managing the Special Trust Fund.
