FA – XCIII – 106 Original: English For the United Kingdom of Great Britain and Northern Ireland: Following the review of the WRC-15 declarations made in Document 457 of 26 November 2015, the UK notes the following: In response to Declaration 2, the UK states: The delegation of the United Kingdom of Great Britain and Northern Ireland having noted all the reservations and declarations contained in Document 457 of 26 November 2015, declares on behalf of its Government, in response to Statement 2 entered by the delegation of the Argentine Republic, that the Government of the United Kingdom of Great Britain and Northern Ireland has no doubt about its sovereignty over the Falkland Islands, South Georgia and the South Sandwich Islands, and the surrounding maritime areas of these Territories, nor about the principle and the right of the Falkland Islanders to self-determination as enshrined in the United Nations Charter and in Article One of the two United Nations Covenants on Human Rights, by virtue of which they freely determine their political status and freely pursue their economic, social and cultural development. This means there can be no dialogue on sovereignty unless the Falkland Islanders so wish. Additionally, as an editorial matter, Declaration 90 which is solely attributed as from the United Kingdom of Great Britain and Northern Ireland, can be deleted from the document. 107 Original: Russian For the Russian Federation: In relation to Declaration 86 entered by the delegation of Ukraine, the Russian Federation formally declares that it has no doubt about its sovereignty over the Republic of Crimea and city of Sevastopol and firmly rejects the groundless claim by Ukraine to sovereignty over those territories. In accordance with the universally recognized principle of equality of rights and self-determination of peoples enshrined in the Charter of the United Nations, and based on the free and voluntary expression of the will of the Crimean people in the Crimea-wide referendum held in the Autonomous Republic of Crimea and city of Sevastopol on 16 March 2014, and also in accordance with the Agreement between the Russian Federation and the Republic of Crimea on the accession of the Republic of Crimea to the Russian Federation and the creation of new constituent entities within the Russian Federation (Moscow, 18 March 2014), the Republic of Crimea and city of Sevastopol have become part of the Russian Federation. This being the case, the Russian Federation, by way of succession, has become fully responsible for telecommunication facilities within the territory of the Republic of Crimea and city of Sevastopol in regard to compliance with the rules and procedures ensuing from the ITU Constitution, ITU Convention and ITU Radio Regulations.
