FA – LXXXVIII – 95 Original: English For the Republic of Estonia, Finland, Georgia, the Republic of Latvia, the Republic of Lithuania, the Republic of Moldova and the Republic of Poland: We regret that it has not been possible to reach mutually acceptable agreement on the shared use of the frequency band 1 427-1 518 MHz with our neighbouring countries using the aeronautical mobile service (in accordance with footnote No. 5.342). In the frequency band 1 452-1 492 MHz, the allocation to the aeronautical mobile service is limited to the use of aeronautical telemetry and after 1 April 2007 there is a requirement to get the agreement from concerned administrations. We note that there has been no agreement with our administrations. We are of the opinion that the proposal to add provision No. 9.21 for the frequency band 1 452-1 492 MHz in Region 1 will change the existing relation between the mobile, except aeronautical mobile, service and the aeronautical mobile service. This situation would not be balanced and would completely block a number of neighbouring countries from the possibility to use IMT not only in the frequency band 1 452-1 492 MHz but also in other parts of the frequency band 1 427-1 518 MHz. Therefore we intend to continue to use the frequency band 1 452-1 492 MHz for the mobile, except aeronautical mobile, service. 96 Original: English For the Republic of South Sudan: The delegation of the Republic of South Sudan to WRC-15 herewith declares on behalf of its Government and on behalf of the powers conferred on it that: 1 it reserves the right for its Government to take any measures and actions it deems necessary to safeguard its interests, should any Member State of the Union fail to abide by the provisions of these Final Acts or comply with them or should reservations, made by other countries, jeopardize the efficient operation of its telecommunication services; 2 to accept, or not to accept, any consequences deriving from the application by other administrations, or telecommunication operating agencies in their territories, of the Final Acts of the World Radiocommunication Conference (Geneva, 2015), the Radio Regulations and associated instruments, should these be deemed prejudicial to South Sudan’s national interests or detrimental to its domestic telecommunications; 3 the Republic of South Sudan reserves the right to make additional reservations at the time of deposit of its instruments of ratification of these revisions of the Radio Regulations.
