FA – LXXVII – 2 This conference adopted Resolution COM 5/2 dealing with course of actions to be taken when the earth station in motion referred to in that Resolution may be provisionally explored under strict conditions and terms referred to in that Resolution. This Administration wishes is to emphasize that such trial operation shall strictly exclude the use of the above-mentioned earth station for unmanned aircraft which was considered under agenda item 1.5 of WRC-15. Should any Administration or operating agency of such earth station in motion does not observe or compromise the conditions and terms contained in the above-mentioned Resolution, this administration will take all necessary measures to fully protect its national interest. 3 This Conference made several changes to the provisions governing Appendices 30, 30A and 30B, in particular their regulatory provisions, taking into account that these Appendices are worldwide or regional treaty and some of these changes may directly or indirectly compromise the very principles based on which these treaty texts were agreed at previous WRCs. Any amendment (addition, changes and deletion) might have direct or indirect impact or unintended consequences on the rights of Member States enshrined in these Plans. The delegation of the Islamic Republic of Iran recovers its right to take all and every necessary, technical, operational, regulatory and administrative measures to fully protect its national interests. 4 This WRC-15 in considering agenda item 1.5 after very extensive celebrations, among other options also adopted Resolution COM 4/5 facilitate the use of frequency bands allocated to the fixed-satellite service not subject to Appendices 30, 30A and 30B for the control and non-payload communications of unmanned aircraft systems (UAS) in non-segregated airspaces for possible way forward to address the agenda item. However, there are several issues yet to be defined and/or specified which are not currently available. These issues are fully reflected in the above-mentioned Resolution, some of which require actions to be taken by various stakeholder such as administration responsible for CNPC /UAS, ICAO, Radiocommunication Bureau, administration responsible and/or their operating agencies of the satellite networks to be used for CNPC/UAS and terrestrial administrations and other satellite networks sharing the frequency band. In view of the above difficulties and uncertainty, it is too early and premature and even very difficult to authorize the use of the frequency band mentioned above for CNPC/UAS until the results of these studies and actions called for in this Resolution are reported to WRC-23 and agreed upon by that conference. Consequently, this Administration reserves its position not to agree for such use at this stage and wait until the conditions are met and take all and every measures to fully safeguard its national interest. 5 The delegation of the Islamic Republic of Iran reserves for its Government the right to make additional reservations when ratifying the Final Acts of this Conference.
