FA – LXXIII – 68 Original: Spanish For Spain: 1 The delegation of Spain declares on behalf of its Government that it reserves for the Kingdom of Spain the right, in accordance with the Vienna Convention on the Law of Treaties of 23 May 1969, to express reservations to the Final Acts adopted by this Conference until such time as, in accordance with the provisions of Article 54 of the Constitution of the International Telecommunication Union, it consents to be bound by the revision to the Radio Regulations contained in those Final Acts. 2 The delegation of Spain declares on behalf of its Government that any reference to a country in the Radio Regulations and in the Resolutions and Recommendations adopted by this Conference, as subject to rights and obligations, will be understood only as constituting a sovereign State. 69 Original: English For the Republic of India: In signing the Final Acts of the World Radiocommunication Conference (Geneva, 2015), the delegation of the Republic of India reserves for its Government the right to take such actions, as may be considered necessary, to safeguard its interests, should any administration make reservations and/or not accept the provisions of the Final Acts or fails to comply with one or more provisions of the Final Acts, including those which form a part of the Radio Regulations. 70 Original: English For the Republic of Azerbaijan: The Republic of Azerbaijan exclusively enjoys the sovereign right to use the telecommunication networks and to allocate, allot, assign, coordinate and register radio-frequency resources within its internationally recognized territory, including its Nagorno-Karabakh region and other occupied territories. Any notification to ITU and international coordination of frequency assignments to radio electronic systems located in the occupied territory of Azerbaijan shall only be carried out by the relevant authorities of Azerbaijan. Any foreign natural or legal person willing to operate in the territory of Azerbaijan, including in the telecommunication and information technology sector, must strictly comply with the national legislation and regulations of the Republic of Azerbaijan and effective in its entire territory, ITU’s Constitution, Convention and relevant Acts, as well as the fundamental norms and principles of international law.
