The bitstream is coded in GOP 16 configuration with two layers, where base layer is a downscaled version of layer 1 source video, with a ratio (0.5, 0.5). Built-in functionality of the VTM was used to downscale the video on the fly with input parameters --SourceScalingRatioHor=0.5, --SourceScalingRatioVer=0.5
Layer 1 has no intra picture and has both inter-layer and intra-layer reference pictures.
