Mr Chairmen,
Excellencies,
Ladies and Gentlemen,

May a first, on behalf of the Government of Republic of Poland and Polish delegation express our thanks and appreciation to the Government of Mexico for hosting the Plenipotentiary Conference in your beautiful country.

Let me also congratulate you, Mr. Chairmen on your election to guide this conference through those busy 3 weeks!

It is my first Plenipotentiary Conference but since I took my office I saw an importance of strong cooperation with the International Telecommunication Union.

I think that now, the importance of close international cooperation is even more important than before and therefore since I ever have tended not to miss out any opportunity to be part of vital discussions on telecommunication issues on the international level.

Besides the important discussions, I am very proud that Republic of Poland made significant developments especially in the broadband regulations, Polish Act on supporting the development of telecommunications services and networks came into force just recently but it is already a part of the ongoing project called New legislative Paradigms Fostering Development of Broadband Infrastructure.

Let me here express my appreciation for all the efforts made by the Union to establish the Broadband Commission which will help to ensure the universal access to the broadband infrastructure for us all!

Of course the main issue is the infrastructure that the sector and users exploit. If the infrastructure is not there the digital exclusion gets bigger and bigger, the sector gives limited offer and services and there is no demand created on the citizens’ side. Moreover in a number of areas, rural in particular, lack of infrastructure is a simple result of the businesses not getting their profits. Today’s challenge is the Next Generation Networks and efficient wireless infrastructure all to support high and very high speed broadband access up to 100 Mb/s or more. This year’s Digital Agenda for Europe comes with precise targets to be met until 2020 including the requirement to provide broadband for all until 2013. Our commitment has to remain ambitious even with the Agenda’s goals being challenging for us. Otherwise we will fall far behind our dreams.

Ladies and Gentlemen,

Therefore Republic of Poland is committed to work closely with International Telecommunication Union and see the importance of ensuring that ITU is a leading telecommunication organization in the world.

Moreover, I am confident that this conference will bring us closer to those important needs and goals and that due the course of the upcoming weeks we will deliberate many important issues which will impact the telecommunication sector and last but not least our society!

I know that the time is precise and therefore I will finish now by one again thanking the Mexican Government for they effort.
