The background paper's principal author, Ms. Frances Cairncross, is a senior editor at the Economist and based in London (UK). She is also the author of The Death of Distance: How the Communications Revolution Is Changing Our Lives (1997, 2001).  The paper was written with the collaboration of Kaija Pöysti of the consultancy Blue White Venture.
