        Briefing Report 
        This Briefing
        Report was prepared for the fifth ITU Regulatory
        Colloquium, held at ITU Headquarters in Geneva on 6-8
        December 1995. 
        The Report
        concerns the far-reaching implications for the
        "telecommunications community" (regulators,
        operators and users) of the Marrakesh Agreement of 1994
        that completed the Uruguay Round of international trade
        negotiations and established the World Trade Organisation
        (WTO). It also explains in detail the continued
        negotiations that took place through the
        Negotiating Group on Basic Telecommunications (NGBT). 
        The report was
        prepared by Michael Tyler, Professor William Letwin and
        Russell Pipe, and funded by the Friedrich Ebert
        Foundation. The views expressed are those of the authors. 
        
        
         
        Chairmans Report
       
        The results of the Fifth Colloquium are
        reflected in the following Chairmans Report by Mr. Leive. 
        This publication also includes the
        executive summary of the Briefing Report prepared by a
        distinguished independent expert, Michael Tyler, which
        was presented to the Colloquium in draft form to serve as
        a basis of the discussions.
