The purpose of ITU World Telecommunication Policy Forum (WTPF) is to provide a forum where ITU Members from government and industry can discuss and exchange views and information on emerging telecommunication policy and regulatory matters arising from the changing telecommunication environment. The WTPF does not produce prescriptive regulatory outcomes or outputs with binding force; it adopts Opinions for consideration by the membership. In addition, the Chairman sums up the deliverations in a report.
The ITU Council, at its 2000 session, adopted Decision 498 which decides on the agenda of the third edition of the World Telecommunication Policy Forum.
