Structure of the Conference

Committee 1 - Steering Committee

This Committee will be made up of the Chairman, and the six Vice-Chairmen of the Conference as well as the Chairmen, Vice-Chairmen of the Committees and Working Groups.

Terms of reference:
To coordinate all matters connected with the smooth execution of work and to plan the order and number of meetings, avoiding overlap wherever possible in view of the limited number of members of some delegations.

   
Committee 2 - Budget Control Committee
Terms of reference
To determine the organization and facilities available to the delegates, to examine and approve the accounts for expenditure incurred throughout the duration of the Conference and to report to the Plenary meeting on the estimated total expenditure of the Conference, as well as an estimate of the costs that would be entailed by the execution of the decisions taken by the Conference.
  
Committee 3 - Editorial Committee
Terms of reference
To harmonize the texts of Resolutions and Decisions of the Conference in the six official and working languages of the ITU, without altering the sense, with a view to their submission to the Plenary meeting.
  
Committee 4 - Planning and Programming
Terms of reference:
  • To review the progress made in the Study Groups and the six programmes of the Valletta Action Plan since the preceding World Telecommunication Development Conference.
  • To determine the work programmes (Plan of Action) to be carried out by the BDT and to identify priority subject areas to be examined in Study Groups, ensuring consistency with the draft strategic plan.
  
Committee 5 - Procedures and working methods

Terms of reference:
To study ITU-D delivery mechanisms and internal functioning, including the organization and procedures for World and Regional Telecommunication Development Conferences, the Telecommunication Development Advisory Group, Study Groups and programme implementation, with a view to optimizing and improving the efficiency and effectiveness of these mechanisms during the next cycle. Establishment of new delivery mechanisms will also be explored.

  
Working Group of the Plenary on the role of the private sector
Terms of reference:
  • To determine appropriate actions for greater private sector participation in using and developing project and investment opportunities in developing countries.
  • To recommend how private sector issues, perspectives and specific programmes can be incorporated into ITU-D work programmes 2003-2006, and to liaise properly with relevant Committees for appropriate action.
  
Working Group of the Plenary on Gender Issues
Terms of reference:
  • To assess the work carried out on gender issues, especially the projects and activities by the Task Force on Gender Issues, since WTDC-98.
  • To develop, within the competence and mandate of the ITU, strategies and recommendations to meet the global challenges of the gender issues in the context of ICTs.
  • To recommend how gender issues can be incorporated into ITU-D work programmes 2003-2006, and to liaise properly with relevant Committees for appropriate action.
  
Working Group of the Plenary on the Least Developed Countries (LDCs)
Terms of reference:
  • To consider the report on special actions for the least developed countries and assess the work carried out since WTDC-98.
  • To elaborate strategies and draw up actions for the next development cycle.
  • To recommend how least developed countries’ issues can be incorporated into ITU-D work programmes 2003-2006, and to liaise properly with relevant Committees for appropriate action.
  
Working Group of the Plenary on the Strategic Plan and Istanbul Declaration

Terms of reference:
To elaborate Strategic Plan and Istanbul Declaration and to liaise properly with relevant Committees for appropriate action.

 
 
NOTE - The World Telecommunication Development Conference can also decide, as appropriate, to create ad hoc group(s) to cover particular issues.
